I just got a new charging cable because my old one didn't charge. The cable works, it says "plugged in,charging" but the battery stays at 0%. Is it just a dead battery or is it something else?

Do you mean the whole AC adapter was replaced ? If so is it the correct voltage and current spec of the original ?

Also try removing battery and AC adapter.
Then press and hold power button for 20 seconds or so.
Refit battery and AC power and see if it works.
