So yesterday my brother's laptop apparently died.

It does not react to power button being pressed. I currently have it disassembled and sometimes after several attempts disconnecting and reconnecting the charger I can get it to power on (it powers on by itself, not pressing any buttons) but all it does then is to blink lights, on the power button board + charging / power on leds. I cannot shut down the computer by using power button, it doesn't matter how long I keep the button pressed. I have to disconnect charger and/or battery. No picture on screen as expected. Whether or not bios battery is present doesn't seem to have effect (doesn't power on more often without it etc)

Does this sound like there are problems with the capacitors or something? So far I cannot verify that letting the laptop stay power off for longer time (capacitors to discharge) causes succesful power on more often. Is power button board broken since it has no effect, no power on or off?

EDIT: Power plug / cord measured to work fine.
