This machine comes with the ATI Radeon Xpress 1250 integrated card and 2gb of RAM. In Bios I see allocated memory set at 256mb and it goes no higher.

I was thinking of increasing RAM to 4gb. What I am trying to do is watch video, for example, tv programs on Hulu and what I get now is choppy picture and freezing.

Would increasing RAM to the max of 4gb correct this or not?

Don't think that is correct. A friend using the same connection, router, modem has smooth video.

Based on your comment I would have to say which is it then. The internet connection, chipset, etc.
