Sometime along the recent past wireless operation has become weird. Even when connected, the wireless connection icon in the XP system tray shows "not connected." It similarly shows not connected in GUI which is used to enter a network password and connect. When I go to change the order of preferred networks, I receive an error "an unexpected error occurred." I've reloaded the driver from the recovery partition, even to the extent of deleting the driver and replacing it. This did not help. Any suggestions are appreciated.

Most likely you have some kind of wireless manager installing with the driver which handles the connection whereas windows wireless zero service (or whatever it's called) is still active and reporting that it didn't connect to anything- which is true.
Try disabling this service and see if the notebook will connect fine then.
