I've connected a small TV to my Acer and the picture is in Black and White.

I tried using the "S" video cable to RCA and I get a B&W picture AND a scrolling screen.

I then tried hooking up through the VGA using an AVerMedia converter box, ( converts VGA to video), and the scrolling stops but I still get B&W.

I've noticed that the BOOT screen is in B&W as well so this indicates that it is NOT a Windows driver issue.

What can I do to fix this? I would REALLY appreciate any help on this. I'm at my wit's end!!!

Try a different cable. Some cheaper cables/converters with s-video to rca have caused this for me.
