I have a Acer TravelMate 4000 and I had it for only a month. The problem is when I run Acer ePowerManagement the "Remaining Battery Life" bar never shows 100%, when I first bought it used to show but now I get eithier a 99% or 3h 12m (When the AC is plugged in). Does this mean that there is a problem with the battery or is it an error from the program itself?

I would'nt rely on Acer ePowerMangement. Try uninstalling it and use the default windows powermanagement and if it changes the result.

Download mobile meter and check the battery condition (wear level)

Mobile meter gives the exact amount of the charge left in cell count
