My laptop cuts off power when reaches high temperatures such as 90 Celcius

But if battery is still in, it simply switches to battery and goes back to AC constantly, making the screen brightness and CPU speed constantly go up and down

    (I have an Acer Aspire 1694 WLMi with a 256mb Radeon X700 )

this is crazy. dont buy this laptop.

I hope stupid acer will repair it

Don't count on Acer for anything - I had an Aspire 1680...I experienced some of the worst customer service from any company, computer or non-computer related - I am located in Canada - I am not sure if that makes a difference at all, but man it was bad. The first time I had to deal with Acer, it was a fried motherboard - 6 Months of use - Second and third times was untimely error messages, but they thought a nice simple quick fix would be a reformat....WRONG.....lots of problems down the road, and when I say road......I really mean about a month or two after the warranty expired. Acer does not stand behind its products, charges an arm and a leg even to talk to you if your warranty is expired, and does not provided adequate customer service.

But hey, that's only my opinion, there are many more out there!

If it is under warranty you should call Acer and have it sent for repair. I did that when my Aspire overheated, they replaced the clogged fan.
