    You mean like undervolting using software? If yes, that you can unvervolt CPU using ThrottleStop or RMClock.

    i mean OVERvolting so i can OC further. i know with a little vbump i could probably hit 3.1 maybe even 3.2

    Overvolting can be realised by ThrottleStop.

    Does it work for some laptops and not other laptops? Can i use it conjunction with SetFSB? Can it be loaded on boot to keep from blue screening at boot?

    About compatibility with SetFSB I don`t know, but, I don`t think that if clocks shall be changed in SetFSB and not changed in ThrottleStop, than nothing should be disturbed. That is because ThrottleStop can change the clock of the Core 2 Duo M Extreme processors. ThrottleStop can be loaded on boot. For more info, you should read this.
