Can I make use of 4GB RAM in Vista 32bit by assigning 512MB for X3100, meaning 3.5GB left for Vista?

You can never use all 4GB. You will have something less than 4GB (probably 3.5GB or 3.25GB) and the Intel card will subtract RAM from that 3.25-3.5GB available.

Nope, there's more in a system than just memory and video memory that uses address space, though those are the two biggest ones. You'd probably get more like what greg said, around 3.25GB.
