Are you having trouble with the USB stick booting to DOS, or are you having trouble getting the tools onto there after successfully booting DOS?

You can make a FreeDOS bootable USB stick with unetbootin: https://unetbootin.github.io

i used rufus and made one but acer states that specific utilities need to be on it. and i cant find which they are. for sure is a version of phlash16. here is the manual https://www.manualslib.com/manual/232568/Acer-Aspire-5739g.html?page=45#manual
also its mentioning a .bat file...

You can find multiple versions of the phlash utility here, not sure which one you need, you'll have to research that on your own: https://www.wimsbios.com/phoenixflasher.jsp

A bat file would just automatically do the phlash command for you, so if you figure out the right arguments to that utility you shouldn't need the .bat file.
