I have searched this topic to death and I can't find any solution to my problem....

    Aspire One 532h-2807 - Windows 7 Starter - MFG Date: 1004

Netbook will not boot. It does not go to a blank black screen as most people describe but a blank screen with a blinking cursor.

I have tried the BIOS flash commonly described (using ZG5IA32.FD and FLASH IT.EXE**) and using fn+esc to initiate the process...
**interesting that this forum does not let you spell 'flash it' as one word. wierd**

The problem I'm having that I have not seen described ANYWHERE else is that 'fn+esc" simply does not work. The power light does not flash as described when computer starts, and nothing seems to happen.

Can someone help me find a solution?

If you can see a screen with Acer logo and then a blinking white cursor in the upper left corner of the screen it's not a BIOS problem- you need to recover or reinstall Windows.
Once you gets past the Acer logo (which means BIOS POST) BIOS is ruled out as a cause of issues- after that it's Windows that is supposed to start and in your case seems to fail to do so.

OK makes sense. An additional problem I'm having is that I cannot access the BIOS settings by pressing F2. A password is enabled that I cannot bypass.

I can't help you about the password since it's against the forum rules (bypassing security measures). You should be able to re-install or recover Windows nonetheless.
