I have read that some have their CPU throttled. How do I tell before I buy which of these do?
Second, if I go ahead and buy anyway without knowing if the CPU is throttled and then use ThrottleStop, wouldn't I risk cooking the machine?

I wouldn't buy neither of those since new Acers are hitting the market with faster nVidia GPUs (Keppler) and no known issues.
These may not be available in Canada yet but are already available in South East Asia so it's probably a good idea to wait a month or so and assess possibilities then. -
