I have a ferrari 4006, and recently I change the stock memory to corsair dual 1gb memory pc3500. Perfomance doesnt change. My everest ultimate tells me, the memory is running at 166mhz when my processor running 200mhz. Is possible I change the ratio, and the two running at 200mhz?

AFAIK inorder to increase memory speed (mhz) you would have to overclock the memory using perhaps clockgen but you are on your own here be careful when overclocking. As for changing CAS latency I don't know anything about that.
