I'm thinking of getting a new computer but want to use my HDD.

I have an Acer 4730z Aspire with a 250gb HDD.

Does it have to be an acer that it goes into? How do I know which computer will accept this HDD before I buy a used laptop from ebay?

It's a standard SATA hard drive; you should be able to use it just fine if your new machine can use SATA hard drives. If it's too old, you'll need a PATA one.
Remember, though, the Windows installation on it is only licensed for your Aspire 4730Z. I hope you've got a new license on hand.
