if you are using windows 7 is simple, use the disk management from administrative tools in control panel.

First you have to SHRINK the existing partition, then there will be space left for creating new ones

unfortunately no, win7 has a bad habit to limit the minimum size partition to roughly half the size of a partition; to shrink it even more is possible with some third party applications but it is risky... perhaps is easier to backup all your data and set the size of those partitons before reinstall win7

Actually windows 7 not fussy how much it shrinks a partition - but it will not relocate any system files (e.g. hibernation files, swap files, MFT portionsd etc) which means that you cannot usually shrink the partition down to the degree you might like.

Best approach : Use a 'proper partition manager' running under linux at boot etc which will relocate anything and thus solve your problem. Remember to leave an absolute minimum of 4x the amount of RAM you have of free space above and beyond the apparent size of the data you can see on C. Increase appropriately if you plan to store e-mails, photos music or install games onthe C drive.

If you cannot run to a proper partitionmanager use something like paragon backup and restore free, install make boot disk then boot from it. Back up the entire HDD, verify you have it all. delete the C partition, create a new smaller version and do a proportional restore of the c partition only. then add one or two of your new ones to fill the gap
