    I'm having this weird problem where my CPU isn't running at the specified clocking speed that it says it supposed too, my CPU is rated at 1.9GHz but its only running at 1.6GHz what gives and how can i put it back the way it should be?

    Without any information on your laptop OS etc this is hard to answer definitively.

    However most laptops and processors reduce their clock speed when idle or on battery in order to save power. I would suggest checking again with AC power connected and the CPU doing something energetic like re-coding MP3 files to another bit rate or while running the free tests at pcpitstop.com
