I have a new Acer TimelineX 4830T
When I'm running the "Intel Processor Identification Utility" it tells me my reported speed is 2.69. However, this test usually loads the processor, meaning turbo boost should kick in, and the reported number should be 2.9 ghz for the i5 2410m.
Same numbers are being reported by cpu-z.
What is going on? Is this normal? I'm losing out on 300 mhz. Thats a lot.

UPDATE!!!
I have confirmed that my Acer Aspire Timelinex 4830T IS NOT BEING THROTTLED.
I downloaded Intel Turbo Boost Monitor Utility, and with the power plugged in, and windows power management set to full performance, the Intel Turbo Boost monitor shows that I am actually achieving turbo boost speeds!
Make sure you are running plugged in and you adjust the windows power management options and change the minimum processor state to 100% to see what this AWESOME LAPTOP CAN DO!!!!!!!!!!!!!!!!!!!!!

There is no bios update, but there is a workaround. But i'm leaving it up to you to search -

acer will tell you it's not a problem it's a "feature"
The real workaround was to reapply thermal paste, and to remove the net-like grills on the bottom pannel. -
where does all the juicy stuff in that forum start? Ill try reading it if it isn't excessive -
i think a user made a site about common problems, i'd start looking from the end, since it's recent.
It is supposed to stop the throttling, but I never tried myself, since the 3820tg has an excellent cooling -
This is not a problem or hardware defect. "Intel Processor Identification Utility" actually reporting current processor speed when the utility probe the CPU. i5-2410M clock speed is 2.3 GHz & Turbo Boost 2.9 GHz. It doesn't actually means it will Turbo Boost from 2.3 GHz straight to 2.9 GHz. For example i7-740QM have Turbo ratio 1/1/6/9:-
- first number is the multiple of 133.33 MHz supported when four cores are active, the second number is the multiple for three cores, the third number is for two cores, and the fourth number is for one active core.
- Normal operating frequency is 1.73 GHz = 1730 MHz
- With 3 or 4 cores active: to 1.863 GHz —————> 1730 + 1 x 133.33 = 1730 + 133.33 ≃ 1863.33
- With 2 cores active: to 2.529 GHz ———————> 1730 + 6 x 133.33 = 1730 + 799.98 ≃ 2529.98
- With only 1 core active: to 2.929 GHz —————–> 1730 + 9 x 133.33 = 1730 + 1199.97 ≃ 2929.97
i5-2410M have Turbo ratio/steps 1/1/3/6 (sandy bridge: multiple with 100 MHz):-
- first number is the multiple of 100 MHz supported when four cores are active, the second number is the multiple for three cores, the third number is for two cores, and the fourth number is for one active core.
- Normal operating frequency is 2.3 GHz = 2300 Mhz
- With 3 or 4 cores active: to 2.4 GHz —————> 2300 + 1 x 100 = 2300 + 100 ≃ 2400
- With 2 cores active: to 2.6 GHz ———————> 2300 + 3 x 100 = 2300 + 300 ≃ 2600
- With only 1 core active: to 2.9 GHz —————–> 2300 + 6 x 100 = 2300 + 600 ≃ 2900
