I have a Aspire 3023WLMi, AMD Mobile Sempron 3000+, ATI Mobility Radeon x700, 512 pc2700 ram. Would it be worth upgrading the ram to 1GB? Some games I play run a little laggy, would be more likely caused the ram or processor? Also would I be able to use a better grade of ram if i replace both sticks? i.e. pc3200 instead of pc2700 for even better performace?

Most probably the problem with the laggy performance is the RAM. The CPU is rarely a bottleneck although the Sempron is not awfully fast.
The RAM upgrade is definately worth it. Go for 1GB +. The type of memory (DDR333 vs DDR400) is IMO not worth upgrading. If you had shared video card, maybe but in your case you will only see marginal performance gains if any. Most probably you will only notice the difference in benchmarks.
