Untested... Released about a week ago... Riva Tuner v2.03 now says it allows you to over-clock the latest 162.18, 162.22, 162.50, 163.16 and 163.44 series of drivers.

You can try this;
First, un-install Riva Tuner v2.03.
Second, you must remove your drivers from the control panel, then do a restart.
Third, now run Driver Cleaner Professional 1.5 (freeware) to get rid of the left over cab files (cab cleaner) that are causing this problem;

Fourth, re-install the driver of your choice, and re-start.
Fifth, re-install Riva Tuner v2.03 -

hmm well i did everything you posted and no overclocking for me it seems.
I uninstalled everything. used the driver cleaner tool you posted then reinstalled the driver and riva tuner, with restarts inbetween.
when i set the oc slider to the speeds i want and click ok, its like th old drivers did and just resets back the to stock speeds.
Also something i noticed now is that the speed on the wont throttle down now when idle. Riva Tuner is giving me a reading of 513/1026/399.60 when it used to around half then when idle. How do i get it to throttle back down when sitting idle? -
