I just got my heatsink/fan in the mail, it looks as if there are already blotches of purple thermal past on the necessary parts... can someone take a look at the pictures of it and let me know if I need to put thermal paste on or not...

You should remove the pad`s and use some arctic silver 5, or 6 which ever is newest.
You will get a much cooler cpu with the arctic silver.
use a plastic scraper to remove the worst of the gunk from the heat-sinks and then use some isopropyl alcohol or methylated spirits to clean off the rest.
do not touch the heatsink with you fingers, as any grease will cause problems.

Okay... I did what you said...
I turned on my computer and the fan started running really high really quick, so I figured it wasn't working and turned it right back off...
I screwed it down tightly but not too tightly. I also went in decending order on the numbered screws (5, then 4, then 3...). Is it not tight enough? -

Okay, I tightened the screws down properly (they were way loose, silly me)...
The fan is acting more normal (even better than before actually)...
my CPU 0 and CPU core temps are hovering around 49C-50C idle, I'll test some graphics to see if it stays...
My question now is how hot is too hot when at full processing/gpu power? -

Okay... I ran 3dmark and got plenty of processor/gpu high usage time... fan works well, temps stay below 65-70C.

For anyone who stumbles across this at a later time, I'd just stick with the hs paste that's already on rather than waste time and effort on AS. They all work pretty much the same despite all the hoopla on hardware sites. Though I'd say by those photos, its on a bit thick.
