Sounds like Vista is controlling the CPU clock. My computer with Vista does the same thing. All it is, is the frequency of the processor.

Or it could simply be the fan.

i discovered that when the windows vista is busy [there is this blue circle beside the mouse] or loading thumbnails or installing something this sound diappeares but it come back again after finishing the installation
[the sound come from the processor's place] dunno its from the processor or not because in Win XP there is no sound like that
    so any solutions?

Go into power mangment and make a new profile. Set the CPU useage to 0% to 100%.
