I have a dead HDD in my laptop, I pulled another HDD from a broken netbook but the recovery dvd won't work, I think possibly because the HDD has the wrong recovery partition on it, will the recovery dvd work on a new blank HDD ??

Probably not- the whole point of recovery DVD is not to use a recovery partition so it's probably due to poor quality DVD media.
Try different DVD drives- maybe you will be able to read the DVD in one of them. If so copy it using good quality discs like Verbatims and try to use it on your "wounded" notebook once again.

sorry, I should have been clearer in my 1st post, the recovery DVD works up to a point, it boots, gets to the recovery progress screen but then says 'restore failed, reason 0xa000000e', the dvd's are in good condition, they are tdk ones and I have used them successfully before on the original hdd, not long ago.
also I tried re-installing vista hp from a dvd and re-installing the empowering technology framework + e recovery to try and get the pre-installed apps from the 2nd recovery dvd but that gives me the error 'not d2d system, e recovery cannot be installed' this is what made me think the problem might be that the recovery partition is for a different laptop.

If the HDD in question has any partitions delete them. In many cases having the drive already partitioned results in this error.

You would have to change the flag to make it visible and then delete it- too much fuss. It's easier to boot from Win XP CD and use console to delete it or use something like this- burn the image, boot from CD and proceed to delete (or manage partitions)
