How many bad pixels is it normal for a notebook to have?

That's kind of like asking "how much produce is rotten in a bag?" -- there's quite a bit of luck involved, but buying from the people who pay more to get first/top pick helps improve chances.
That said, with the explosion of LCD applications (as they surpass CRTs for desktop displays and enter the TV market), production line quality is necessarily improving -- manufacturers don't want to get a reputation of selling poor product, no matter how cheaply -- not this early into the market, anyway.
Also note that the more pixels you've got in your panel increases chances that one or more of them are bad, just statistically speaking.
My experiences with LCD panels have been as follows:
IBM ThinkPad T20 (XGA) -- 0 Bad Pixels 4 years ago
IBM ThinkPad T40 (XGA) -- 0 Bad Pixels 1 year ago
Viewsonic 17" (SXGA) -- 0 Bad Pixels 3 years ago
Planar 19" (SXGA) -- 2 Bad (stuck green) Pixels 4 years ago
Philips 19" (SXGA) -- 0 Bad Pixels 1 year ago
I've also seen 2 Dell laptops in my family, neither of which had any noticibly bad pixels.
