are those two processors differ a lot in terms of performance? I have a chance to get the timelineX 3820TG from Korean, but is turned off by its i5-430M processor. Whats the difference between the two processors and would the difference be almost negligible?

    Turned off?

    If the 430M is a turn-off, the 450M won't help You either.

The difference should be marginal (2.26 vs 2.4 and 2.53 vs 2.66 in Turbo), and noted in benchmarks not in real life.

Note that it seems that the 450M could be overclockd, while the 430M couldn't. (Funny thing that the OC seems to cause lags during gameplay)

The next step would be the 520M, that certainly makes difference, to be honest, the 540M would be the best bet, pity it only exsits on paper.

Get a SSD, that would be a noticeable improvement, more reasonable than getting 450M insted of the 430M.

Please edit the Thread's name, it's confusing.

As stated, you won't notice a difference in any real life situation between those processors (and even between these and pretty much all the normal voltage dual cores).
