Ok I first thought that it was the 3D Mark 06 because sometimes it freeze my pc. But now I'm having it with Start Craft 2 (Which never do it before) and even with ePSXe emulator. What should I do or check to see whats wrong? This happens when running at stock clock speeds. Haven't tried running overclocked (don't want to).

If you are running low on ideas try monitoring your PSU with a watt meter to make sure it's not reaching it's max watts. You are using stock components so I doubt this is your problem but I know when I threw in my 4850 I was pulling in too much power and had to get a beefier PSU to fix stuttering in games. Like I said though this is most likely not your issue.
Have you tried running a diagnostics tool on your HDD or SSD to see if they are failing? Each manufacturer should provide a downloadable boot tool to test your disks.
Running other tools like memtest86+ (at least one full pass), & Prime95 (12+hrs overnight), LinX (Set to 50, should fail in first 25 times if bad), & HCI Memtest within windows will also help. The unregistered version of HCI Memtest limits you to 2048MB so to get around that you just start it up multiple times and set each to 2048 until task manager shows you have used all of your unallocated ram. Try to close as many programs as possible first and make sure to keep a small amount of ram unallocated in case anything starts up when HCI is running. I can usually test 90%+ of my total 12GB when using HCI in windows. Each of the tools should be run individually from each other though. Make sure to monitor temps when doing this as well. I have been told Real Temp is the best tool to use.
Last free thing to try would be a fresh OS install, try different versions of windows if you have access. -

Thw odd thing is that if I run the same game or emulator windowed and at the same resolution it never freeze... I will try this things and report back, hopefully I will have time on weekend, finals here
.
Also it doesn't freeze always, but it happens. -

If temps are the issue, why if I run it windowed, but at the same resolution, 1920x1200, it doesn't freeze? -

Have you tried reinstalling the Video Drivers or running a different version? Did it happen after an update?

I think I found the issue. I disabled the service AMD External Events Utility because it keeps my CPU ~50% of usage even if I'm at idle. I remembered that this was the only different thing I did, so now I enabled it and now I have launched Oblivion like 30 consecutive times without a single freeze. I will keep launching it for around half a hour more, if nothing happens then I think I'm good.

Well definitely that fixed it. I have been launching Oblivion in full screen since yesterday a lot of times without a single freeze.

I have to enable it to be able to play in full screen
