I'll just get right to it. There seems to be a problem with the screen brightness on my laptop. It just stays dim and won't change when I try to adjust the brightness.
I am by all means no computer expert, so help would be greatly appreciated :)

What graphics card do you have? Have you recently updated your video drivers? If so, you can adjust the brightness before the "Starting Windows" boot screen comes up. So go into the Bios and you can then adjust.

Are you just trying to change the power plan or are you trying to adjust via the F4 and F5 keys??

I had the powerplan change once by itslef after the laptop had been left off mains once for a hour. Dont know what caused it, but affected the brightness and seemed to stay dim also.

If you are just hitting the F4/5 buttons are you pressing the FN key beside the CTRL button with them ,, sorry if that seems obvious but i did that too when i first got my laptop.

If that isnt it and you cant adjust it moving the slidebar at the bottom of the screen in the screen brightness settings page via the control panel,, then not sure tbh

I'm also having this problem occasionally. The Fn-F4 or F5 keys just don't respond and neither does the brightness bar in the power settings. This especially happens when I'm on battery power. A reboot solves it for me but it does get rather tedious at times.

Does this happen to you guys after resuming from 'sleep' ?
Because the M17x R2 with the mobility 5870 has this issue and sadly there's no permanent fix for it as of today, except not using sleep mode at all  .

I rarely reboot my laptop. I might do it once a week. So, yes, I would say it could be sleep related, but it doesn't always do it.
