    Hello everyone,

I hope everyone is doing well today. I also hope this is the correct place for this thread.

As the title states, my desktop and tool bar are constantly refreshing after updating to Windows 10 version 1703. I don't know if it's some setting I had set, too much time had passed, or what, but I wasn't able to restore to a previous version when the error occurred. After a few days of troubleshooting, I came to the conclusion that something with the network adapter/card is causing the issue. Whenever I tap the "wireless adapter" touch key above the keyboard (to disable the wireless adapter) the flashing stops. This led me to believe either the wireless card had went bad, or the drivers for the wireless card were just too old for the new update. Therefore, I purchased a new wireless card (with Windows 10 drivers), and unfortunately the issue persist. I want to note that whenever I "disable" the wireless adapter driver in Device Manager, the flashing also stops.

I've seen several solutions stating to disable two error reporting services under msconfig, but not only does this A) not work, it B) causes my computer to crash whenever I restart. I've also seen solutions to uninstall the IDT Audio codec driver. I've also done that, and the issue persists. I believe the issue has something to do with the task bar, which would also explain why removing the IDT Audio drivers resolves the issue for other people (as audio is also an icon in the task bar).

I've attempted to install Windows 10 Version 1709, but I get a "The update is not applicable to your computer." error. I've also already "refreshed" the computer, removing all programs while keeping personal files.

I'm really stuck right now. Any help would be greatly appreciated.

Thank you for your time and consideration.

Thank you for the response, kosti.

What ended up resolving the issue was connecting to the internet via Ethernet, and downloading the latest Windows 10 update. Perhaps the first update just got corrupted whenever it was applied.
