Ok so I have owned my M15x for many years and I have upgraded the graphics card several times so I mostly know what I'm doing.

I bought a Nvidia 560m off of EBay to replace the Nvidia 260m that I have had for a long time now. I bought this one which was claimed to be pulled from a Alienware and also in good working order. Dell Alienware M18x M17x M15X YT99J NVIDIA GTX 560M N12E GS A1 1 5 GB Video Card | eBay

I installed the 560m, reassembled, and tried to turn it back on and nothing happens, the power button does not respond at all. I also found out that the psu light goes out when I plug it into the M15x (along with a very faint clicking sound). Just to test it I put the 260m back in and the psu light stays.

What does this mean? The seller sold me a bad card? Also I did not uninstall the graphics driver before installing the 560m (But I kind of doubt it would fix this kind of a problem right?)
Does anyone have any information that may help?

Something is shorting? Did you use the x-bracket from your 260m?
Was anything touching the gfx card that wasn't insulated?

I'd follow the link in my signature (nice youtube video) and install it again to see if you accidentally did something wrong.

    All the best.

Yes it is shorting, but only when the 560m is plugged in. When the 260m is plugged in, or even when nothing is plugged in, it works fine.
Theres no difference in anything touching them or what ever between when I plug the 260m or 560m in. Also yes the first time I plugged the 560m in I left the bracket that came with the card. What I saw that it wouldn't turn on I went back and put the bracket from the 260m on and its been on ever since.
Knowing all this does that mean its a bad card?

It would seem so. Not sure what else you can try.
If you have the option to return it then I would!
