I was getting that problem and changing video settings didnt do anything. I had a backup of the 2 .ini files and changing it back to the original files fixed it

Hmmm. I'll mess with the ini and see what I can get. Nothing I have done has fixed it so far.

I thought maybe it was a driver issue. So I rolled back. Didn't fix it. I'm reinstalling the game right now just for the hell of it.

I noticed a guy on the Steam forums with the same laptop saying the same thing. Unless you are him that's 3 of us that I know of now.

Check your catalyst control center. See if you have the catalyst AI turned on and turn it off, and Mipmap Detail Level to quality. Worked for me.

You are playing on High settings on a 5850? I have a 5850 OC'd to 5870 clocks, with an i7 @ 720, and as soon as I "enter Skyrim" outside my FPS drops to ~19 or 20 on Medium settings. How the heck are you running it smoothly?

Don't worry. Once I fixed the texture issues I started dropping down to 20 fps too. For the most part it's playable and I just live with it.

I'm usually 20-30fps on high. I just took what ever the game defaulted me to.
