It is not normal, you should be able to start up on battery too, I do sometimes.
Is your battery reporting that it is 'plugged in and charging', but really not charging? is it 100% or dead ?

EDIT: Is it the original battery?
After booting up, and plugged in, remove battery and snap back in.

    yes!!
battery's working fine and its charging too and its the original one also... but i have checked its wear level by HWmonitor it shows 12% ..but i think this wear level doesn't effect the startup!!!

what happens if you startup while plugged, and then you unplug it?

it goes to battery power and stays on or it shutdowns?

actually when i switch it on while plugged it'll startup sometimes and sometimes not[very rare] ...and when i unpug it nothing happens it jus runs normally on battery ....

but the prob is it will not switch on while its on battery without power drain trick as i described above in this thread!! :(

by the way my battery backup [6-cell]....is 45min-70min...approx...

I'd say you should contact support and explain the problem.

do it via phone call, so they can make you run tests...

hmm..a good option but here in india the technicians are some kinda nOObz....
btw my m15x's having 2 yr complete care ...but for these issues if i call them i think they will take my laptop and do some crap and replace parts...(my mobo's replaced 5 times and still this prob!!   )

so, i thought this place would be a better option (not better best!! :D :D ) than to give m15x for servicing and again counting down days!!

well it does sound like a mobo issue... if you want to try and fix it yourself, you should wait for more input from other forum members...

    are you on latest bios?

well, if you call dell, explain the problem, and if they call for mobo replacement, you can say you want to change it yourself.

then no noob tech guy touches your laptop, and you don't lose anything with just a phone call..
