Are you looking in TRL? Are you in stealth mode?
Have you set your TDP high enough?

In the Bios, you should have both speedstep and turbo mode enabled (I expect that you already do)
In Throttlestop, set Clock Modulation and Clock Mod at 100%, and Multiplier at Turbo
Then, under TRL, set the ratio limits for 1,2,3, and 4 cores active. You can look through the posts to see how high people have gone - 1 or 2 cores at 26 or 27 can work. It's not so easy to get above 25 x 4 or 26 x 4. Note you also need to be sure you increase TDP (Under TPL - turbo power limits)..

    Good luck!
