On load, for the CPU: 60-75C seems alright, but anything higher and you need to see how to lower temps.

On load, for the GPU: 65-75C seems ideal, if you're getting higher, you may need to see how to lower them.

Overall around 70C on both seems fine.

I don't know how people get these temps with a 6990M, I've tried literally everything, I've repasted over a dozen times, I've swapped out thermal pads four or five times. The lowest I can seem to get on idle is 50ish and on load 80-85ish. My laptop is raised on a laptop cooler in a well ventilated space, the computer internals are spotless from dust, and I've even removed the mesh nets on the intake vents for better airflow.

make sure your paste job is done correctly. too much or too little is obviously not good. you need just the right amount with an even distribution free of any air bubbles. what are your ambient temps?

You could try using hwinfo and increase the GPU fan speed to 4900/5000 to further reduce the temperature.

Some cards run hotter than others. You could just have a hot card. Like others said, try using hwinfo to max out the fan speeds and see if it helps.

As khetik says, the application of the thermal paste and the ambient temperature may affect the final result. Also, check if your cooling pad is not obstructing the laptop's vents.

Here's a detailed video guide on how to repaste, hope you find it useful.
