I could isolate what is triggering the issue. I could see with HWINFO that when the processor and GPU voltage drops os when GPU enter in Performance Limit - Power. When this flag is activated in the GPU is when my performance goes down. Tried to change power and voltage settings in MSI afterburner and ASUS GPU tweak II and in both the settings are locked.
Anyone with same issue? Any clue if it is HW or SW related?

I can't properly inspect your screenshot on mobile, but doesn't Power Limit on the GPU just mean that it uses all the available power? You have to tick the "Unlock Voltage" in MSI Afterburner settings for it to work.

I was able to unlock voltage but it only allow me to increase the voltage, not decrease.
I can understand that the limit is to prevent GPU damage and somehow when the limit is triggered is the exact moment that the performance goes to hell.

more investigation and actually Power Limit is not the problem. The problem is PROCHOT being enabled. I still don't know the source of this flag being activated for these reasons:

    - CPU and GPU temperature are under the limit (~60°C)
    - CPU and GPU power had no spikes
    - Battery was full
