Makes sense that Bethesda's first Fallout took place in DC huh? I wonder what's next, Atlanta? And I no how you feel about Fallout 4 taking place in your hometown. That's probably part of the reason I'm so fond of Fallout 3

Unfortunately, I can't even run Witcher 2 properly, so I'm not going to attempt Witcher 3. Hopefully in the future when I get a new laptop.
From what I gather though, Witcher 3 is not quite a sandbox game like the ones Bethesda makes. There are so many thousands of persistent items and actors in the world, etc., I imagine graphics wise the Fallout and Elder Scrolls titles will always be a little behind the more linear games...

Lower AA and resolution, and it should be playable. I've seen Skyrim Youtube vids which look similar. -
Hard to believe given how YouTube compression butchers quality. Even an offline ShadowPlay recording looks worlds better.
It looks so good because it's rendered at a stupidly high resolution. 25 megapixels is insane. In comparison:
1080p: 2.1 megapixels
4K: 8.3 megapixels
That and the AA is done offline in Photoshop using a plug-in filter.
Depending on how you look at it, Dead End Thrills either showcases games as art, or is the largest collection of bullshots on the Web.

So there you have it. Lower res and you'll be good. When you look closer at those pics, they aren't that stunning. Just look closer at that metro car or textures in general.
I don't exactly know what mods need to be used to create such picture in FO3 (with the exception of ENB), been a while since I last modded FO3, but in Skyrim it wouldn't be that hard. COT (+ some other lighting mod), 2K textures, SFO, JK's Skyrim, WATER 2. That would be a basic package (probably forgot a couple more). Add others like armour, skin/face, clutter, etc. retextures and you're good. To top it off, a good ENB. It would actually do the bulk of work, and eat up most of the resources. There you have it. It isn't exactly a rocket science (with the exception of actually managing a working game, or creating the mods themselves).
You can watch countless vids on Youtube showcasing modded Skyrim, they have pretty good visuals, compression or not.
Usually in such cases performance isn't the first thing that comes in mind. "Will it run stable" - that's the number one concern. -
I've modded games in the past, I've seen firsthand what it can do. I'm just saying that extra 1% from extreme resolutions and AA is what pushes it over the top from "great" to "stunning". Letting you see every single blade of grass, every twig and leaf, every strand of hair and fur, in perfect detail. That's why GeDoSaTo and post-process AA are indispensable tools in every screenshot artist's arsenal.
Are you saying this as a mod consumer or creator (or both)?

Yeah, but when playing that 1% won't even count. Actually this 1% is needed to maintain the visual fidely, to safely transfer visuals from motion to a still. Basically, so it wouldn't look like crap, due to compression. Even Steam's "uncompressed" images look like crap.
So it's safe to say that such visuals can be achieved in FO/TES games these days.
Seeing how it's already on preorder, I would give it either this fall, or the next one in 2016, if they decide to go with their usual fall release date for their FO series. -
With Fallout 4 officially announced it might be time to revisit this old rumor, which was mostly regarded as fake at the time. 11 month ago a person on Reddit claimed to leak info as revenge for being fired.
Since she turned out to be correct about Boston, reveal date and a talking main character, one could wonder if the rest is true:

Bingo! Fallout games aren't the future. They're the retro-future, a future as seen through 1950s Cold War sensibilities and expectations. They'd be a lot less interesting if they weren't cartoonish. -

Yeah, but this one looks more cartoonish than previous games. Maybe it's just over saturated/colour corrected pictures.
Anyway, what I like about Fallout as series is that behind that silly '50ies look and (dark) humour lies a harsh reality humankind could face if nuclear war would happen.

My speculation:
Operating System: Windows 10 will be out by release but this game has been in development since around whenever the Dragonborn expansion for Skyrim was finished so that won't be a requirement. A 64-bit OS will be. Skyrim barely works in a 32-bit environment; FO4 will be bigger than that so 64-bit will be required.
CPU: I think any Sandy Bridge or more recent quad core should be sufficient as a minimum. Core 2 E6600 quad might be sufficient, too, but that's old enough that I wouldn't count on it. An Ivy Bridge Core i7 for the recommended processor.
RAM: 4GB minimum, 8GB recommended. I think these are pretty safe assumptions.
GPU: Bethsoft's Gamebryo games tend to be limited more by RAM for textures than raw GPU so a minimum of 1GB vRAM for the GPU, 2GB recommended and 4GB for the inevitable high-resolution texture packs. Any mid-range DirectX 10 card is probably sufficient as a minimum with their high-end counterparts as recommended.
Internet: Required for Steam activation. I predict that, just like Skyrim, this will be a Steam release. Even if you buy a retail copy you are going to need Steam to activate it. -

As a mod author, yes would be absolutely thrilled if bethesda and valve work out whatever they need to do to allow us to sell our Fallout 4 mods on steam.
As a consumer of mods of course, would be nice if everything was free, but obviously I would spend a hell of a lot more time making FO4 mods if I could be making some monies at the same time. Would also have the time to make better quality mods than what I have done previously.
There are so many brilliant mods for Skyrim and previous Bethesda games that in my view are worth more than most DLC and even many complete games offered for sale on Steam. Gameplay mods that have taken so many man-hours to develop like ASIS, Deadly Combat, Frostfall, Project Nevada, Apocalypse Spell Pack, SKSE, SkyProc Patcher, SkyUI, Better Vampires, Live Another Life and quest mods like Interesting NPCs, Realms of the Daedra, Sea of Ghosts, etc., not to mention all the excellent artwork and environment mods.

There are on-going problems with the Skyrim Workshop with "modders" stealing others works and publishing them as their own. Valve's policy is not to take anything down unless legally compelled to do so, which is to say that they must be served legal papers demanding the takedowns. Add pay-for to the mix and there will be a proliferation of thefts and scams on the scale of The Great War.
Valve need to make some sweeping policy changes for pay-for modding to work. Unless and until they make these changes, pay-for modding will be a debacle that will make April's attempt look like a lame April Fools joke. -
I would love to see modders make some money for the work they do, but yeah think there is a lot of work that needs to be done before it is implemented correctly (some sort of credential check in to make sure all assets, code, etc are that of the seller and not a mix match of "borrowed" content).

Unfortunately very few people who download mods ever donate. Even some of the authors of super popular mods with millions of downloads report only ever receiving a couple of small donations.
Don't get me wrong, I enjoy making mods in my spare time, it's a lot of fun! If we are not able to sell our FO4 mods, I'll still make mods and publish them for free.
However, if they work out the kinks of the system and allow us to sell our content on Steam as a sort of DLC/mod marketplace, then I'd be able to dedicate a lot more time to designing mods, maybe even put together a team, would be cool as hell. I would also make some kick ass trailers and videos.

That information is from a disgruntled Bethesda employee who was fired for cause late last year. Officially, Fallout 4 is for PC, Xbone and PissA. No Xbox 360. No PlayStation 3.

This suggests Bethesda will likely put a decent effort into promoting the PC version on Steam, as the installed bases for PS4 and Xbox One are still quite low and this game has been rather expensive to develop and market.
(So far, only around 20m PS4 and 10m Xbox One units shipped to date, compared to ~125m active Steam users.)Mr Najsman likes this. -

In Fallout 3 and New Vegas (and Skyrim) I felt like the QT markers were close enough that I could enjoy the walk from point A to point B. However, if they are expanding the area between points A & B in which there is just a lot of "emptiness" then I could see the use for a faster means of transportation.

In Skyrim I used a horse to travel a lot. It would have taken too long if I had to go, for example, from Solitude to Riften. Though I did try to pick up as much quests in one area as possible and then stick around completing them before moving on to the next area, but I still preferred to travel on a horse. Plus, with Convinient Horses mod you could use your horse as an inventory. Indeed, pretty convenient.
As for New Vegas, I kinda wish where was at least a motorbike or something when I needed to travel fast. I'm not a fan of fast travel. -
I have to say, fast travel is one of the worst things to ever happen to videogames. It creates a bizarre situation where it completely breaks immersion, but you also feel compelled to use it because it IS convenient and lets you do more.
Having something like a motorcycle you could assemble would be a fantastic addition. And/or creating a world interesting and beautiful enough you dont mind just walking around it for hours...killkenny1 likes this. -

Exactly. I do use it sometimes, but that's usually because I have limited time to play (like 15-30 minutes), and want to complete a quest or two. Otherwise I stay away from it.
In case of NV, there is a mod which adds a few vehicles (pickup truck, motorbike, probably something more), but the last time I checked they had a bit weird handling. Not sure if FO3 has a mod like this.
Would love to see Bethesda finally adding at least a mule to ride around wasteland. Or a tank, with fatboy cannon on top. Mhhhhhhh... -
There's a NV mod (probably several, actually) that adds motorcycle travel stations around the wasteland similar to the carriages in Skyrim.
Give the area covered by estimated FO4 map, there really needs to be a vehicle for the MC to use. As amusing as it will be to see no traffic on the Mass Pike or Route 128 I don't relish the idea of walking from Downtown Boston to Waltham. -
To each their own I guess, I love the Fast Travel system, especially for the "Go talk to this guy and come back" quests. While I can understand how this could break someone's immersion in the game, I am just the opposite as I find long pauses in the narrative disruptive.
I guess the Witcher 3 has the best of both worlds? They have fast travel markers sprinkled through the map, but most of the "speak to this guy" quests are located near the fast travel markers but "go find and kill this" quests are usually a fair distance away from the fast travel markers so I'm more engaged in the hunt.
