I should also state for UAC, at least win7, if you do the task scheduler and set it to do the start up rater than login you are good to go with userr accounts as well but there are no notifications. Also you will get the already running. Uncle web I'll PM you............

Just upgraded to a 16F3, looks I can actually change the turbo ratio limits with this BIOS after unlocking it.
However, for some reason I get "throttling" that keeps the multiplier around 20-21 when I use all cores.
I might need to play around with the BIOS some more, but I think this is a good sign.
EDIT: Got around the throttling by disabling hyperthreading and playing with some other BIOS options. -
I just tried the new Throttlestop 5 with my W110ER. Without Throttlestop 3Dmark06 was 14695, with 16168, that is what I call efficient programming, 1 MB of software makes wonder! rep rep rep rep

Hello Kevin!
In System Event Log, there are Service Manager messages (code 7000) - "Cannot start WinRing0_1_2_0 service, the system cannot find the path specified". I have unpacked ThrottleStop to the c:\tmp\throttlestop directory so there are no whitespaces or special chars in the path.
As you suggested here in 2010, I tried RealTemp (both 3.60 and 3.70). Both display "Driver not loaded" and the same event is registered in System Log.
Of course, I ran them under a full-privileged administrator account. Other driver-dependent tools (CPU-Z, Process Explorer, Process Monitor etc.) work fine if started from c:\tmp\xxx dirs.
Rebooting does not have effect. This system has no anti-viral or shield software (a test one), even Windows Security Center is disabled. No unsigned driver messages are displayed.
I'm afraid it's because a 32-bit process tries to install a 64-bit driver. Are you sure it is allowed? -

ThrottleStop 5.00 definitely runs in Windows 7 x64. It runs in Windows 8 last time I checked too.
Try unzipping it and running it from a folder on your desktop. I have no idea what is blocking the WinRing0 driver from being installed on your system. Are you absolutely sure that you have full Administrator privileges on the account you are using? I know if you are in a Standard Account you will get that message.

There have also been 570,000+ downloads of RealTemp 3.70 this year without too many complaints so the problem must be with your installation of Windows that is blocking the WinRing0 driver.

I ran it in both x86 and x64 VMs under VMware and all is OK in both cases.
Then I looked into the host's registry and saw that WinRing0_1_2_0 service is already installed. But image path is the following:
\??\C:\Users\Administrator\AppData\Local\Microsoft\Windows Sidebar\Gadgets\IntelCoreSeries24.gadget\WinRing0x64.sys
My system has no "Administrator" subdirectory in "C:\Users" because it is a Russian localization (usually I run English systems but this system is a test one). Administrator's home path is "C:\Users\Администратор".
I ran ThrottleStop under debugger and noticed that it calls CreateServiceA with the path where the driver is actually located (c:\tmp\throttlestop\winring0x64.sys).
After I deleted WinRing0_1_2_0 service, ThrottleStop runs successfully on the host. RealTemp runs too (both 3.60 and 3.70).
There definitely is some strangeness is the situation because I know about such problems and looked to the WinRing0_1_2_0 service immediately after the first failure but there was no such service in CurrentControlSet\Services, only the LEGACY_WinRing0_1_2_0 trace in Enum\Root. But now there is even no trace after ThrottleStop exits.
Maybe I looked after running the beta from SoftPedia (I deleted it soon).
So no problems now, sorry for the inconvenience. -
emusic: Thanks for taking the time to try and figure this out. You are not the first person to have Windows / WinRing0 problems. When RealTemp and ThrottleStop both start on my computers without any problems, it is impossible for me to trouble shoot this when I can not recreate it.
A long time ago I had a similar problem and I think what worked for me is I went into the registry and deleted every reference to WinRing0 before RealTemp would start up correctly. With WinRing0 no longer being developed, I guess we will just have to live with some of these quirks. The day Microsoft starts blocking WinRing0; RealTemp and ThrottleStop and a lot of other useful monitoring tools will all be dead. -
It seems for up to Win8 that the drivers are not blocked. So at least until Win9 we may be safe. Without development on the driver some day we are bound to run out of luck though...........

yknyong1: Can you do a test for me? Can you reboot your system and before running ThrottleStop, can you delete the ThrottleStop.INI file so it is forced to read the current TDP value from your CPU. If ThrottleStop is showing 25W then that is what your bios has set this to. Can you post a screen shot of the Turbo Power Limits as well as the Turbo Ratio Limits window and a screen shot of ThrottleStop so I can see the CPU model number as well as the specs.
Keep in mind that the TDP value that ThrottleStop shows is not the TDP of the processor. The ThrottleStop TDP value is used to control when Turbo Boost is used. Manufacturers can increase or decrease this value in the bios if they want to increase performance or decrease the amount of Turbo Boost and decrease heat output.
With a new INI file, ThrottleStop reads all of this information directly from the CPU. I am pretty sure that what ThrottleStop is showing you is accurate for your CPU.
Edit: The default TDP is 17W but it can range from 14W to 25W for the Core i5-3427U or Core i7-3667U CPUs.

I think section 5.4 in the Datasheet, Configurable TDP and Low Power Mode, explains things better.
Microsoft has been nice enough not to block the WinRing0 driver. Its digital signature for x64 compliance ended years ago. Donation ware software does not cover the cost of a properly signed driver so when Microsoft decides to block the driver, a lot of useful freeware software will come to an end. -
Maybe it would be useful to add a troubleshooting ways to the documentation, like "If you repeatedly experience WinRing0 loading problems, try to stop/delete WinRing0_1_2_0 service":

I am having issues with TS 5.00... 1. when playing games my multiplier drops from 14 which i have it set to and yes min and max cpu are set in power options, it drops below stock multiplier. 2. i restart and randomly SLFM comes on which it never had before TS. my cpu is C2D x9100 14 multi is only one over the built in 13.. when i go to my bios it says max vid is 1.263 but i have had it well above that for years at 1.3-1.5v when on 13 multi... i have read like 80 pages of this thread with no luck getting any of the things i saw to work.. please help me. also when i dont even turn TS on it overclocks my cpu right when it starts, i am having big time issues.

The Acer 3830TG has some serious over heating and throttling issues. If you have an infinite amount of time, do some ThrottleStop searching in this thread.

Many Acer users reduce their CPU speed by lowering the multiplier to about 17. This is a good balance between heat and performance and helps to avoid the throttling issues that these laptops are famous for.
beatinguts: The default multiplier for an X9100 is 11.5. If you are having problems with ThrottleStop, reboot and before starting ThrottleStop, delete the ThrottleStop.INI file so it can start up without using any of the previous settings that have been saved. As soon as you start making adjustments in ThrottleStop, these changes will get saved to the INI file and these changes will be used every time you start ThrottleStop. That won't be a good thing with an X9100 CPU if you have unlocked this CPU and accidentally selected a multiplier higher than the default multiplier. Use the Reset button to go back to the default multiplier and then start again.
I can not help you unless you can show me some screen shots. Show me a screen shot after starting ThrottleStop for the first time. Show me how you have set ThrottleStop up and tell me what you are trying to accomplish with this program. Make sure to first read the included documentation that covers the basics.
Are you using C1E? That will reduce your average multiplier when the CPU is lightly loaded. Run 1 or 2 threads of the TS Bench test so there is a load on your CPU and then post some screen shots of that. You didn't tell me what laptop model you have so I don't know what throttling problems it might have. Do you know if your laptop uses either type of clock modulation throttling? Have you run a ThrottleStop log file while gaming? Help me out a little here.

I'd like to undervolt my Dell E4300 to keep it as "fresh" as possibile and, at same time, improve battery life.

game starts at 11:02 am and finished at 11:07.. notice multi jumps back up to 14 as soon as the game is done..
my bios allows for 13x max... bios has not much for options, kinda poopy..just messing around with TS i have blue screened many times. even when going slow changing things, i have noticed if my voltage is lower than 1.3 i cannot go over 13x. however with CrystalCPUID i can lower the voltage and run fine at 13x. TS and CrystalCPUID are not compatible i have tried this, unlocking my multiplier max on TS then shutting it off and trying to take CrystalCPUID to 14x and blue screen... i can only use one or the other better heat control on CrystalCPUID with lower voltage or more speed and higher temps on TS... i want the fastest cpu i can have while being stable heat wise. 3.723ghz is very good if it would work when i play games or need it for anything else...
second log is later the same day i removed all the old test log.. game started 1:46pm ends at 1:51, the client of the game does not effect the throttling from what i have seen it is only once the game starts...Attached Files:

beatinguts: The reason your multiplier is not staying at 14.00 is because your CPU is overheating. You have reached the Intel specified thermal throttling temperature. No software, including ThrottleStop, can prevent an Intel CPU from this type of thermal throttling. The CPU is slowing down to protect itself from being damaged. I ran a Core 2 Duo E8400 at full bore for a few hours with the fan turned off. The official thermal throttling temperature is 100C and during this test it spent the majority of its time at 98C. Thermal throttling works so well that monitoring software will rarely catch the CPU at the maximum temperature. The Intel thermal throttling temperature for your CPU is 105C so in the log file numbers showing 103C means you have reached the limit.

The only way to run the 14 multi full time is to cool your laptop down.
I seem to recall that CrystalCPUID does not display the correct VID values for the newer 45nm CPUs. You can compare CrystalCPUID to CPU-Z if you want to check this out and post some screen shots so I can have a look. When loaded, if CPU-Z is showing the same voltage, there shouldn't be any difference in how much voltage you need at a given multiplier whether you are using CrystalCPUID or ThrottleStop. If you unlock your CPU using ThrottleStop and set the maximum multiplier to 14, you should be able to start up CrystalCPUID after that and have it recognize and be able to access the 14 multiplier. Just make sure you have enough voltage. 1.35 volts might be marginal at the speed you are trying to run at.
When using ThrottleStop, you need to make sure that the VID voltage is set high enough first before adjusting anything. You will get lots of BSOD screens if you don't.
Edit: You need to do some Prime95 or similar stability testing when choosing a voltage. Super PI Mod would be a bare minimum if you are only interested in game stability.

Any idea why I get throttling with hyperthreading enabled?
I unlocked pretty much everything I could find in the BIOS and inserted the microcode for my 2920XM ES.
Then I raised the TPL to 90W/99W, the TRL to 44/43/42/41, and the trip point to 111°C.
Do you know if changing any of the below BIOS settings would help?

Are you testing with your CPU fully loaded running a benchmark like wPrime? If your CPU is throttling then, you are probably exceeding the Turbo Power Limit. Right now you have the Long Duration Power Limit set to 90. If this is causing throttling then see if you can raise it to 99. Try some full load testing to see if it is temperature or power that is limiting you. When lightly loaded, the multiplier reported by ThrottleStop might vary when cores and threads are rapidly going into and out of C3/C6. You can disable these and C1E but that's not usually a good thing to do in a laptop. You can open the C States window in ThrottleStop to see what your CPU is doing.
Your CPU is an ES processor and these are not exactly the same as a retail XM CPU. There are some limitations. I think the maximum Turbo TDP setting is not as high. -
I need some help understanding exactly what I need to do. Half the time gaming I see 2.3GHz. I don't know what settings in the program applies to the Ivy Bridge series. All I want to do is make it so my Ivy runs at 3.1GHz at all times when I am gaming.

I edited that out after realizing all 4 cores can only go to 3.1GHz. I have not enabled anything in Throttlestop at all yet, I do not want to do any thing with it as I don't know exactly what Ivy Bridge users have been doing. Without Throttlestop open I see half the time 2.3GHz. I am trying to understand the simplest way to use Throttlestop to maintain 3.1GHz on all 4 cores.

For Ivy Bridge, check the Set Multiplier box, adjust that as high as it can go so it shows Turbo, enable EIST, click on Turn On and you are done. Go play some games and send me a log file from a gaming session if you need some more help. If you are not having any throttling issues, you should see a nice high multiplier in the log file while gaming and both clock modulation columns in the log file should always show 100.0.
Turbo Boost and the various C sleep states will prevent you from locking your CPU at a fixed multiplier. Mobile CPUs are a little different than desktop CPUs but you should still be seeing a nice high Turbo multiplier in the log file when the CPU is loaded. When not loaded, it will try to idle back so it runs cool and uses less power. There are registry hacks you can use to disable the deeper sleep states but on a non-Extreme mobile CPU like you have, these "fixes" will also disable Turbo Boost which isn't a good idea and will make your laptop run hot as hell.
The amount of Turbo Boost your CPU can use also depends on power consumption. If you exceed the Turbo Power limits set in your CPU by Intel, Turbo Boost and your multiplier will be reduced. Post a screen shot of the TPL window in ThrottleStop. Some manufacturers are nice enough not to lock this feature. You might be able to increase these limits a little and get some more Turbo Boost out of your CPU but on the third gen CPUs, I don't think there is much extra to be had. If Turbo Boost is enabled, these CPUs run great as is even if you don't tweak them. -
I have a lenovo x220 with a core i5-2540m. When gaming I reach and hover around temps of 60C if the cpu policy set to balanced (turbo off) via Lenovo's power utility. If turbo is on, max temps hover around 80C. I don't believe the latter is dangerous territory for my proc. Regardless, I would prefer temps to hover around 70C. What would be the easiest and safest way to achieve this with throttle stop? Adjuste the tdp/tdc settings?

This thread's fantastic and so is the program - I can now run all my cores on turboboost full-time giving some great framerate improvements in GTA4 (so far the only thing I have tested).

noxxle99: Whether your peak CPU core temperature is at 60C, 70C, 80C or 90C doesn't really matter. Intel designs their CPUs so that they will live a very long life at any of these temperatures. You will get bored with your CPU long before it ever dies from heat exhaustion.
If keeping your core temperature around 70C is still your goal, I would use the ThrottleStop Alarm feature to control this. You need to set up 2 profiles. Profile 1 would be setup so your CPU can run at full speed. Profile 2 would be setup with a reduced multiplier so the CPU does not run quite as fast or as hot. In the Options window set up a DTS Alarm and set that to 30. (100C - 30 = 70C)
Tell ThrottleStop to switch to Profile 2 when it reaches this Alarm temperature. You will need to play around with the multiplier on Profile 2 to try and balance performance vs heat. This Alarm isn't a perfect solution but when properly setup, it should give you some control over the maximum core temperature your CPU reaches.
cr0bar: Thanks for the thumbs up! GTA4 is a CPU demanding game so I can understand why having Intel Turbo Boost enabled in this game makes a big difference. It's great to hear that adding Intel 3rd Generation CPU support to ThrottleStop 5.00 has made a lot of Clevo owners happy since they can finally run their CPU at the speed that Intel intended their CPUs to run at. -
Running into another problem now. After DTS triggers the second profile, the cpu never exceeds that profile's multiplier setting even after temps cool far below the trigger. How can I ensure throttlestop returns to the initial profile's settings after the cpu is cool again? -
Does ThrottleStop stay on Profile 2 after the temperature decreases or
does ThrottleStop switch back to Profile 1 but the multiplier doesn't change?
Do you have EIST enabled in both profiles and is the Minimum processor state set to 100% as outlined in the docs?
I haven't tested Alarm based profile switching for a long time so I will give that a try today to make sure it is still working as designed.
Edit: I tested ThrottleStop 5.00 on a laptop with a Core 2 CPU and the Alarm feature and profile switching was working correctly. If you have ThrottleStop setup correctly and are still having problems, post a screen shot of how you have each profile set up.
I remember a problem similar to this but I can't remember if the problem was how ThrottleStop was setup or if it was a problem with the CPU. There has not been too many complaints about this that I know of so I am not sure what is going on with your laptop. -
Hello, I tried using this software as I have stuttering in game and so on but it doesn't seem to have any effect on my computer.
I've got a 5742g acer aspire with i5 460m cpu.
I tried to change TDP to a higher value, had no effect.
Tried to check/uncheck clock modulation / chipset clock mod at 100% and set multiplier at turbo, 19 etc but it doesn't change anything.
Tried to check/uncheck EIST / C1E as well but no effect either
Any idea about what might be causing this? (got my minimal cpu at 100% in windows parameters already, and yeah I'm not in monitoring only mode)

When I only bump up the multiplier by a little, I don't get the throttling. There is an option for "primary plane current", but I don't think it works. So I probably need to wait for a BIOS where this option works. -
I think i'm having some issues with throttling, but it's absolutely not due to heat... Hopefully you guys can help me out. I upgraded my Acer 7750G from an i5-2430M to an i7-2670QM. I should also note that my system has an ATI 6850M dedicated card. Before the upgrade my system ran flawlessly and would regularly turbo/max out my i5 WITHOUT heat or power throttling issues. I installed the i7-2670QM and loaded up source and was greeted with ~60fps which is like less than a third of how my system normally performs. I noticed that sometimes i would get like 40fps and sometimes it would jump to like 240fps, and back down. I thought this may be due to turbo or heat/throttling. I alt tabbed to see my max temps were like 65C so it's obviously not heat related.
I noticed that in the system tray the AC/Battery icon said "plugged in, not charging" after i played the game, i had to change power plans back and forth as well as unplug and plug the laptop in to have it start charging again. I ruled out my power adapter by testing with my wifes power adapter from the exact same computer and had the same result.
I started prime 95 on the default settings and 8 threads and the CPU almost immediately throttles down to 1.7GHz and stays there... it doesn't even hit 60C. Anyways, i tested it with 8 threads, 4 threads, 2 threads, and 1 thread. None of them ran particularly hot, but the less threads i used the better clock speed i was able to achieve.

At this point the only thing i can think of is that my 90W power adapter isn't enough but this laptop could be purchased new with a 2630QM AND a 2670QM but maybe those came with higher wattage power adapters?

It appears that if i disable turbo it doesn't force itself back down to 1.7GHz and will actually run at 2.2GHz per core... but its still not heat related -
My 90W power adapter isn't enough for it and the 7750G's that came with an i7 were shipped with 120W power adapters. Disabling turbo and setting allowed clock speeds would prevent the crazy half speed throttling but in the end gave the same performance as my wife's laptop which is identical and has an i5-2430M that i upgraded from. I couldn't find any power adapter locally that would work to further test it so i just removed it.
