it says disable or uninstal.
right click does not say delete part.?

Looks like windows isn't going to do it.. Try Parition Magic, or search google for a free parition software. Let me know what you find. Basically what were trying to do is delete the parition on your thumb drive, and create a new one. This is different from formatting, which is why I want to see if this will work.

You can always use HJ-Split to split the file. It's a fast process, it shouldn't take long. NTFS has a bigger file allocation table than FAT, takes up more space from the drive.

Got part magic and deleted and tried formating again, but said mounting failed.

What does your 16GB USB Stick look like? some photos?
I think some generic USB sticks don't take kindly to file system changes and stuff, since when I did it to my cheapo 2GB (from FAT32 to NTFS, incidentally), it just died. lol
That's odd, though. I thought Disk Management would have worked.
Oh, and another add-on to the FAT/NTFS comparison, AFAIK in NTFS it's faster to copy large single files, while on FAT systems it goes faster for smaller, more files. -
Man, while reading through the thread, I could of saved you a lot of time and told ya you had a bad drive. If it gives a format fail error from the GUI isn't going to format from the command prompt.
I wouldn't even copy any files onto it. God knows what could happen to your data. -
