    Elitebook 8560w firepro M5950 gets stuck at 400mhz

    I recently picked up an elitebook 8560w due to a failed windows 10 upgrade, and upon re-installing windows 7 (Professional, 64 bit if it matters) I noticed that the graphics card will get "stuck" at 400 mhz after running on battery power. Upon startup it will throttle normally from 100-725 mhz until it is unplugged from AC power, on ac power it runs from 100-400 mhz, then when it is plugged back in it will get stuck at 400 mhz. It never throttles down, and even when playing games it will never go past 400 mhz. I have tried the drivers on HP's website, HP specific drivers from AMD's website, and 6770m (both catalyst and crimson) drivers from AMD's website and none of them make a difference at all. I believe it is a driver issue because until completely restarted, it will stick at 400 mhz. Even after waking from sleep or turning on from hibernation the graphics card will stay stuck at 400 mhz. Any help would be appreciated, Thanks in advance!

    Update: I installed the hotkeys program from HP's website, and now every time I plug in the AC adapter after running on battery, it warns me "The Smart AC Adapter connected will power your computer, but potentially at a reduced performance level. Your computer is designed to vary performance as needed when a smaller capacity Smart AC Adapter is connected." could this be the reason it is doing this?
