I thought I read somewhere that the HP Elitebook lids were nearly scratch resistant? Mine has scruff marks and scratches from being in my backpack for less than a week...

Warm water and paper towel didn't do much. What will clean it?

Well they are designed to withstand light scratches but not from things like screwdrivers or sharp metal tips. In fact I am not terribly surprised if even zippers can affect it to an extent.

Yeah the Elitebooks carry a better finish than most consumer laptops, but it is not to a point where sharp metal objects won't damage it. Steel wool is infact pretty moot compared to scratches from a sharp object.

Mind you, aluminium is a very soft metal so scratches can easily be made. Same goes for plastic but they might be harder to spot because the surface is less shiny.

the rings from my paper notebooks seem to be doing a bit of damage...

I haven't really tried to clean it with a cloth though, it would be a shame if I couldn't get these marks out 1 week after buying it. I wonder if I can make this sort of thing is covered under the 3 year warranty

Cosmetic issues aren't covered under warranty. Maybe HP have their tech receive the whole top cover + LCD panel so they save time during the repair? You'd then need a faulty LCD to get the repair done.

I keep my elitebook in my ThinkTank Shapeshifter bag and, even though I've been rough with it, it looks good as new once I wipe the fingerprints off. I'm surprised you'd have such a problem.
