    My ZBook G3 sometimes doesn't leave power saving/speedstep mode under load

    When using the "Balanced" power plan, once or twice a week the CPU will stay stuck in power saving mode even when plugged in, leading to horrendous performance. As you can see below, CPU usage has been fairly consistently at 19% for a while now but the CPU refuses to go any higher than 1.98 Ghz, well below even the base clock, much less the max dual core turbo boost speed:

    Changing to "High performance" fixes the issue and restores performance, but I'm starting to get tired of having to do so all the time, not to mention having to remember to change back to "Balanced" when I unplug the laptop...
