Won't help. They ain't able to make a working OS anymore. Today they have to rely on Telemetry. They fired many of their in-house engineers to cut costs. The rest of their employees and contractors is much more interested in what you have in your computers! Not how their OS will works in your computer.

    Windows 10 V1903: RDP (dwm.exe) causes high CPU load, freezes VMs deskmodder.com | Aug 28, 2019

[ German]Windows 10 May 2019 Update (version 1903) has a bug in Remote Desktop Connections (RDP). These cause a high CPU load on a CPU core when disconnecting the session. There are also reports that VMs freeze on RDP connections (when not enough cores are allocated). However, there is a workaround...

Anybody else had a problem with a notification called focus assist (your notification will remain quite ect)

It will not go away, it keep coming back, I press "clear notifications" or "turn off" or "change" none will keep it from coming back.

This is one of the first things that I turn off in settings when I format. I don't no one telling me what to focus on so I never have any of those notifications to start with.

The changelog is scary. I mean seriously how buggy can an OS that's been released so many years ago be?

Speaking of buggy, I installed this latest Cumulative update and when it reached 80% I got a BSOD saying WDF_Violation then I had to reboot and perform a startup repair followed by a disk repair! Perfect heh?

Windows 10 V1903: Cortana generates high CPU load as well as broken search through August 2019 updates
Published on August 31, 2019 by Günter Born
    [IMG]
[ English ] Windows 10 Version 1903 users may experience problems after installing various August 2019 updates. Cortana generates a high CPU load on a core and the search does not work. And that does not necessarily depend solely on KB4512941.

Microsoft Resolves Six Windows 10 1903 Issues, Update Blocks Stay On Bleepingcomputers | Aug 31, 2019

    Windows 10 v1903 compatibility holds
At the moment there still are eight compatibility holds active for the Windows 10 May 2019 Update, with Microsoft providing mitigation measures for three of them, while two others were fixed in the KB4512941 update:

Domain connected devices that use MIT Kerberos realms will not start up (Resolved)
The dGPU may occasionally disappear from device manager on Surface Book 2 devices
Unable to discover or connect to Bluetooth devices (Mitigated)
Intel Audio displays an intcdaud.sys notification (Mitigated)
    Cannot launch Camera app (Mitigated)
Touch access loss on Zebra XSLATE B10 rugged tablets
Issues updating when certain versions of Intel storage drivers are installed (Resolved)
    Intermittent loss of Wi-Fi connectivity
To make sure that their devices are compatible with the Windows 10 May 2019 Update users who want to install it should review the Windows Processor Requirements and the Windows 10 System Requirements.

Windows 10 users experiencing issues while updating their devices can troubleshoot their update problems using the info available in this support article or follow this guided walk-through with details various update problems like "taking a long time to scan, or error codes while installing updates."

See the monkeys can't even make the OS work properly on own Hardware. Yeah, a failed product.

The KB to fix the KB that did not fix the KB that was supposed to fix the version upgrade which was supposed to fix the problems added by previous KB which was supposed to etc etc etc

No one used Cortana before and won't with this update. However there are some useful features with the 2020 Spring update. I like the cloud download for reinstalling Windows, which means if you are reinstalling Windows from your HDD/SSD, Windows will download the most current files in combination with what's on your system. Now that's useful because you get an up to date OS rather than having to download all the other patches to make it current. Linux and many of their Distro's does this as well.

I also like the GPU temp readings in task mgr, also useful !

Yeah about time they did this! Apple has been doing this for more than a decade. Power off your iToy McDonald's book, hold Command + R while turning it on and baam! you can install the OS online with all drivers preinstalled! I wish we can reach that level of simplicity.

Microsoft confirms high CPU usage bug in latest Windows 10 1903 update
    Rich Woods · Neowin.net - 23 minutes ago

After the bug was reported over the weekend, Microsoft today confirmed the known issue in the latest Windows 10 cumulative update that causes high CPU usage. The firm is investigating.

Microsoft didn't provide a date for when this will be fixed, but it seems likely that this should be fixed for the mandatory Patch Tuesday update that will arrive in a week. And what will they break with that patch?

The problem with preinstalled stuff from MS is that there will always be an issue compare to doing it yourself. So yea, I prefer doing it manually and am sure there is no hiccups on the drivers. ^_^

I'm with you, bro. I DO NOT want "features" like that. I want to decide what gets installed, how it gets installed and when. I would consider behavior like that to be a downgrade and a liability rather than a benefit.

I don't want to use cloud for OS install. It only take few min to create USB install disk. Plus connecting to internet during install mean M$ will install drivers. Usually they are old versions. In the end I will end up having to uninstall and reinstall latest versions again.

When I do fresh install I only connect to internet once i installed all the drivers. Cloud install worked well with Apple because they only have to support limited number of hardware.

Their biggest fans also have a totally different mindset. The fact that they only have to support limited hardware configuration is also evidence of that. People that prefer Apple products generally do not think like PC enthusiasts. They generally do not change anything in terms of hardware and they use it the way it ships and are content to do so. They don't expect more from the products they buy than what they are told they should expect, and they place value on different things. Trying to mingle the two is like putting oil in water.

I discovered this morning that I have been blessed with the "high CPU usage by Cortana" bug. Interesting that it appears even though I turned off Cortana with GPEDIT. Also, if I end it in task Manager, it restarts in about 30 seconds. This is build 18362.329, 1903. I tried the fix here: https://www.bleepingcomputer.com/ne...941-update-causing-high-cpu-usage-in-cortana/ - specifically enabling Bing Search - and it has worked for now. I hope they fix the underlying problem. I am not a Bing fan.

Hmmm.... Should I try to remove MS Edge for good on newer releases and default to IE11 to download Chrome or FF installer?

I gave it permission for the first time and it typed some serious bad words and how dare it suggest those to me! Disallowed it and I'm seeing reduced CPU usage!

    Finally optional CU.
I'm an old man in young body now.....

On August 31, Microsoft released a cumulative update for Windows 10 version 1903. It was the patch KB4512941, which is now known to be buggy. The issue it causes is the broken Search/Cortana. Yet another bug has emerged in the update KB4512941 that causes orange screenshots.

For more information about the resolved security vulnerabilities, please refer to the Security Update Guide.

    (Failed Again)
Never had a problem with my other computer running on 1803
Is something Ive turned off with my tweaks that has failed the update who knows as my setup is exactly the same with both computers just one is running with 1803 and the other is running 1903?

No Antiviral program installed at this stage but have killed Defender.
Only thing I could think of is either O&O ShutUp10 v1.6.1402, Sledgehammer (which I have turned off) or WPD is stopping the update.
However these programs are on both computers 1803 and 1903 but only 1903 fail to update the Cumulative Updates.
The .NET Framework Cumulative Update, Adobe Flash Player Update and Microcode Update all install ok.
    Cheers

I'd disable everything you did and try again. None have reported installation issues.

Also be sure to try the manual update:

Make sure after downloading any file that you right click, choose properties, then hit the UNBLOCK button from the bottom right then hit APPLY to unblock the file.

To prevent this from happening and not have to unblock every file you download, see this guide:

"Are you sure you want to run this file?" [Yes or No]

I have always done what you have suggested after any fresh installs and including this 1903 3 months ago.
I always download them manually as Ive stopped the auto updates by Sledgehammer
Ive been in IT for 22 years even gone back to a Macrium Reflect to a previous saved file, but I still cant fathom it out why its only happening with 1903.
Maybe its time to go back to 1803 as Ive never had a issue.
    Thanks for you time.

I'm in the same boat as you Wolfzz
Stuck on build 18362.239. The manual install will run to 100% and then just say failed. WUMT claims there are no updates available, so I'm just going to say F-it and leave it where it is. Maybe try again after 19xx is released (and fixed)

    Try

Be sure you have put settings back to default in all (tweak software). As well install drivers who Win 10 1903 will accept (the well known blocking problems).

    Delete the Windows Update folder.
How to delete downloaded Windows Update files
    Run the Windows Update troubleshooter

Thanks Papusan did all what you suggested deleted the Windows Update Folder, ran the troubleshooter came up with it couldn't find any problems.
Also took off all tweaks including O&O ShutUp10 v1.6.1402, Sledgehammer and WPD and tried manual and through windows update but still failed.
And I'm not going to do a inplace upgrade so I will leave it as it is.
    Cheers

    One other question
Do I or can I uninstall Previous .net framework Cumulative Updates
Does this one .NET Framework Cumulative Update KB4514359 and future ones incorporate all the previous updates?
