No, a previous version made it harder to figure out. If you don't allow an internet connection during Windows setup, Cortana the digi-slut will eventually give up and show you an option for an offline account no matter what version you are installing. But, most noobs don't know that and end up getting screwed in the process of not refusing to allow an internet connection during setup. Best to have WUB and O&O Shutup and WinAero Tweaker downloaded and ready to extract/activate prior to enabling an internet connection for the first time, and use phone product activation instead of internet.

Still have a option but near the end. Read the link in my previous post. Microsoft try as hard they can to kill it.

There used to be a visible option during initialization / install to create a local account, now it looks like you are forced to sign in to an existing MS account - or sign up for a MS account - but I found an easy way through - I used a bad password and it let me pass through to using a local account... it may have also been a bad login username - I banged through it pretty quickly. :)

When setting up new users it tried to do the same thing.

Another option I was considering until the bad MS login worked was to create a dummy MS account and then after install delete that account (or keep it for new installs only) and switch to a local account after install.

Keeping an image of an install with a local account login to install on new hardware is another option, but less good considering the variety of hardware - it's easier to use the built image for a laptop that came with it when initializing.

Just don't allow any internet connection and the push for a Micro$lop account will fail. Once it fails you can choose the option for a "domain" or "work" account (or something worded in a similarly deceptive manner) instead of an online account. Then you don't have to deal with the bogus accounts and what not. I refuse to purchase or leave installed any "Home" version of Windows, so I don't know with 100% certainly it works with the noob peasant versions of Windows.

94\26 this time. How many 100's they don't know about yet? How many through the years, 1000? 10000? How can anyone release such products to the general public, governments, health, banks, defense etc. Incompetent, blind, stupid? Time for a namechange: Windows Swiss Cheese.

Contractors Listening to Siri, Alexa, Google Assistant, & Skype Audio – Apple & Google Suspend Their Programs But Microsoft Refuses to Back Down wccftech.com | Aug 16, 2019

Microsoft updates its privacy policy admitting humans listening to recordings
“The fact that I can even share some of this with you shows how lax things are in terms of protecting user data,” the Microsoft contractor who sent the files to Motherboard said. While Microsoft isn’t the only company being “lax” with user data, it certainly is the first one to update its terms and conditions to include “human analysis” to avoid any future troubles. Since no one actually reads those documents, the company will have a solid pathway to keep doing things the way it is currently doing."

Visual Basic issues in Windows August 2019 Updates Ghacks.net | Aug 16, 2019

    Closing Words
An issue that affects all different versions of Visual Basic on all supported versions of Windows, that is a major one. Microsoft really needs to rethink testing and evaluating of updates to avoid major breakage like this from happening especially if it concerns in-house products like Visual Basic.

Microsoft Will Update Notepad Through Windows 10’s Store Htg.com | Aug 16, 2019

While surprising at first, it shouldn’t be a shock when you consider other recent developments. More and more apps have been casually moving outside of Windows to the Store. The new Windows Terminal application is delivered through the Store, and Microsoft’s new Chromium-based Edge web browser will also be updated through the Store more often than every six months.

Hmmm. I've to waste 1GB for app updates after fresh install. It seems I've to replace everything inside Win 10 for 3rd party when you can't even use notepad application w/o updates. Not much difference from Mac OS or iOS nowadays......

Paint and WordPad Will Be Optional Features in Windows 10 Winaero.com | Aug 18, 2019

As you may remember, the good old Paint app was destined to become an optional feature in Windows 10. The latest Insider Preview build 18963 indicates that WordPad shares the same fate as Paint.

The optional features page in Build 18963 now lists both Paint and Wordpad apps. This means that both apps can be uninstalled, and they can also be eventually excluded from the default app set of Windows 10.

If only telemetry or even the other crap like useless games and useless apps no one uses were optional too... They should release LTSC for the general public and call it: Windows 10 CF (Crap Free) and allow us to buy a single license for it..

I know I would purchase it as soon as it came out

No, we obviously can't trust him since the actual things he is allowing his company to do are bad. You can't judge him as his PR presents him, you have to judge him on his end works.

"... making computing more personal. In all of this, we will maintain the timeless value of privacy and preserve the ability for you to control your data"

    " making computing more personal"

"Make no mistake, we are after you personally..."

    " timeless value of privacy"

"Your personal privacy has timeless value to us and to whomever will pay us for it..."

If the setup is a wrapper of twisted deceptions of the truth then the package they are trying to deceive me about must be an even bigger lie.

"[to] preserve the ability for you to control your data"

"We are not only going to take your data from you, we are going to control your ability to stop us from taking it."

Their truth is barely hidden by lies, their lies merely frame that which we must be wary about.

Microsoft Contractors Have Listened to Xbox Recordings For Years Tomshardware.com | August 21, 2019

Microsoft contractors have been recording and listening to pieces of audio from Xbox users as far back as 2014, according to Vice News. The audio was recorded as part of an effort by Microsoft to improve the voice command features on the Xbox. Contractors began to record and listen to users during the launch of the Microsoft Kinect system in 2014 and continued through the company’s switch to the Cortana virtual assistant, which was released in 2016.

Microsoft joins a list of tech companies including Apple, Amazon and Facebook who have recently faced criticism for their use of human contractors in an effort to improve virtual assistants. Microsoft recently updated their privacy policy to explicitly indicate that humans might listen to recordings, while Facebook pledged to stop using contractors all together.

Microsoft Blocks Windows 10 1903 Update on Zebra Rugged Tablets bleepingcomputers.com | August 24, 2019

Microsoft introduced a new compatibility hold to block users of Zebra XSLATE B10 rugged tablets from installing or updating to Windows 10, version 1903 or Windows 10, version 1809.

Redmond was prompted to add this new Windows 10 update block by multiple reports received from XSLATE B10 tablet users stating that the "touch may stop working on the devices after restarting the device."

    I love it :D

More Windows 10 Privacy Concerns: Irish & Dutch Regulators Begin a New Investigation That Could Lead to Over $4 Billion in Penalties
    https://wccftech.com/microsoft-billion-fine-windows-10-privacy-investigation/

The Irish DPC will now investigate the matter and, if found guilty, the company could face a fine of over $4 billion since GDPR allows penalties of up to 4% of a company’s annual global turnover.

In response, Microsoft has said that it has introduced new privacy controls to Windows 10. While that is true, many of Windows 10 users are still wary of the company’s data collection practices. The privacy activists believe that the company doesn’t receive consent in the right way and encourages users to give it consent. As TechCrunch noted the Windows maker uses Cortana to push users into giving consent, including prompts that say “if you don’t agree, y’know, no Windows!”

$4 billion is too low. Make it double or tripple. U.S citizens (or better say every countries citizens) should thanks EU Regulators - GDPR for putting privacy on the agenda.

    - There's no official fix as of yet, but Microsoft says it will "provide an update in an upcoming release.

Yes, I have that bug on both of my win 10 laptops, both run CPU at max GHz complements of Cortana and MS also completely broke search function in start menu, apparently it's a punishment for not enabling bing search (WTF do I need bing search if I'm looking for file on my computer? If I need web search, I'll search using web browser) and yes search works fine if I enable bing. I don't know, woman sued McDonald for burning herself while driving the car and drinking hot cofee, why those MS idiots are not sued ? BTW MS was well aware of those issues in beta testing, since it was reported to them before KB was publicly released. Anyone has instructions how to remove that Cortana garbage and yes it supposed to be disabled by OOSU ?

As I already stated O&O shutup 10 is already set to disable Cortana, so is WPD, doesn't work. I'm thinking along the lines of booting Linux from memory stick and delete Cortana directory all together, I just need to know how it's started and delete all startup entries, so it doesn't halt boot up or downloads new copy before screen comes up.

Why don't you use my ISO which has no Cortana to start with and none of the other Windows bloat like no Defender, no System Restore (which never works when you need it), no error reporting, nothing except telemetry is there to keep the Windows Store app working for those who need it.

Download Ultra Male Windows 10 1903 De-Bloated ISO

One of my computers is dual boot, I booted into win7 went to Win10/windows/systemapps folder, deleted cortana folder, rebooted into win10 and no more cortana and no problems so far. Start search doesn't work at all, but wasn't working anyway due to bing, so all is good. Thanks Ultra Male, I'll try your ISO next big update, but now that I know how to fix it, less trouble than updating whole system, especially that last 3 major updates they all failed, I had to do restore, disable internet and start over. Takes almost whole day. Now where is my Linux stick to fix second computer. BTW Now I remember why I set up dual boot on most of my computers.

Windows 10 V1903: Search and Cortana bug in update KB4512941 confirmed (5.9.2019)
Published on 5 September 2019 by Günter Born
    [IMG]
Microsoft caused the error in update KB4512941, which damaged the desktop search and a high CPU load by the voice assistant Cortana few days ago, officially confirmed for Windows 10 version 1,903th

Confirmation by Microsoft, what can you do?
As of September 5, 2019, Microsoft has now added the following text to the support article for KB4512941 (thanks to the German and English blog readers for the note).

CPU usage from SearchUI.exe may result in a small number of users receiving Windows Desktop Search and may see high CPU usage . This issue only appears on the Web using Windows Desktop Search.

Microsoft expects a small number of people affected and hopes to release a fix by mid-September 2019. If you are affected by this error, you should simply uninstall the update via the Settings app (Update History) or Control Panel.

Microsoft says the two “Exploited” security holes in the September patches aren’t actually exploited
Posted on September 12th, 2019 at 13:49 woody Comment on the AskWoody Lounge
I took a lot of flak over this on Twitter.

In this month’s Patch Tuesday crop were five potentially dangerous security holes — two listed as “Exploited” (meaning Microsoft has seen working exploits using the holes) and three listed as “Publicly disclosed” (meaning someone has posted something about the hole).

As I said at the time, none of these are a big deal. The publicly disclosed security holes are deemed “Less likely” to be exploited. The exploited security holes were a big mystery — I couldn’t find any substantive information about them. That’s not particularly alarming because Microsoft frequently fixes security holes that are being used in very specific targeted attacks, and won’t see light of day for months or years, if ever.

Now I know why I couldn’t find anything other than a rehash of Microsoft’s explanation. Without any notification, Microsoft has changed the entries for both CVE-2019-1214 and CVE-2019-1215 so they’re no longer listed as “Exploited.”

At the same time we have a verified, acknowledged Search bug in the Win10 1903 patch, and there are several additional problems that haven’t yet reached critical mass.

There’s a reason why I recommend that you hold off on updates.

It’s not an isolated incident. This kind of thing happens every month.

Yeees, Right in time due all flaws/Bugs. Maybe this is a hidden message from Microsoft? They in short say this.. Hold off on the updates/No need to update at the moment due we have screwed up the whole OS with a lots of bugs  All of you should follow the good advice in Blue text!

Personally I don't think search bug, which I have on both Win 10 laptops is a bug at all and you may disagree with me, but I think it's a sabotage done on purpose. The fact that enabling Bing in search fixes the search problem and that it was reported to MS before broken KB was released and yet not listed in the errata until later makes me believe it's not coincidence. Ether that or complete incompetence on MS part, probably both.

All the MS developers are probably locked into using Bing and all MS oriented services, so they all thought every thing was working fine - and the one person MS has testing compatibility with Google was out on vacation this time around. :)

Seems like there is another bug in start search acknowledged by MS, this one is reported after the update, which was supposed to fix the previous bugs, but sounds similar to original bug caused by disabling Bing. So if I have it right, originally Cortana/search was running CPU at 25-50% even on idle computer and if you disabled Bing start/search didn't work at all. I had both bugs on both of my Win10 laptops. MS admitted to bugs, issued patch on 9/10 and fixed Cortana high CPU usage, but it seems broke search function again. Seems like Comedy Central show, pass the popcorn please.
forgot to post link to fix the search error: https://support.microsoft.com/en-us/help/4520146/fix-problems-in-windows-search

The best part of this is after the download is done, not knowing if the update is sucessful or not and if the system will boot again! Music fits perfectly
