Sorry to be back about this issue late.

Yes, I can confirm what Uruz8 reported. We should not use a driver either provided by Microsoft through the Windows update or Nvidia; otherwise, the brightness control will be crippled. Also, I found that once the newer driver from Nvidia is installed, you can not go back to Dell's driver easily. I ended with reinstalling the Win7 system to resolve this issue.

Just flashed BIOS on this Latitude 13 to A02 and still no luck on the brightness controls.

Did you install the Dell Intel GMA drivers? The Latitude 13 won't be able to control brightness without the Dell supplied driver. I confirmed this on my Latitude 13 before I sold it, as I did a clean install of Windows 7 when I put in the SSD. Brightness control was not possible til I reinstalled the Dell driver.

Could not find anything on the DELL Win 7 driver page for GMA drivers but there is a driver for the Intel GM45/GE45/GS45 Integrated Graphics. When I download and install it, it does come up as the Intel Graphics Media Accelerator Driver and it did work. I can now adjust the Brightness. Thank you!

This usually works for me when the brightness setting gets stuck in the min/max settings:

Hit Windows key and start typing Device Manager. Go to Device Manager -> expand display adapters -> right click on the child, click "Disable". Once the screen reloads, right click and click on "Enable".
