Latitude C600 Will Not Power Up

    Dell Latitude C600 laptop - new power adapter, new battery (charges fine with aforesaid adapter), new processor, 20G hd, RAM checked out in another computer. When I push the power button, the POWER LED on the right and the small keylock LEDs at the top all come on for about 3 seconds, then extinguish...nothing. Power adapter connector on back is tight. I don't know what to do next to get this box up and running for my grandson.......HELP.
