I have a Dell Latitude D620, purchased used from ebay.
    Mobo: HAL00 LA-2791P Rev1.0 (A00) BIOS updated to current (ver.A10)

Running Windows7. So far, runs OK, but I wanted more RAM than the 1GB it had. Also put in larger HDD (320GB).

First off, I already tried getting "help" from Dell. Completely USELESS/WORTHLESS/Waste Of Time. Couldn't get past the Indian "answering machine" to any tech support. So please don't suggest calling Dell. I'd rather discus with intelligent people who may have some actual knowledge of the product.

Bought 2 - 2GB 800MHz RAM sticks. Put them in, got the flashing Caps Lock light and no power up at all, not even the Dell/BIOS screen. After many flashes of that light it turned back off. Tried reseating several times, no difference. Now, after the fact, I found that the mobo supports up to 667Mhz, but no big deal since I already returned the 800MHz RAM and exchanged for 667Mhz.
As a test, I tried it with no installed RAM and got the flashing Caps Lock & Scroll Lock lights and no power up at all.

Now, the 667MHz RAM. Installed it and got the flashing Caps & Scroll Lock lights (same as no RAM installed). Tried this several times, no luck.

So, after more Googling and advice from the seller, I tried resetting the CMOS/BIOS. The only way it seems this can be accomplished is to unplug the coin battery, which I did a few times, ranging from a few minutes to 30 minutes. Still no effect. Some information suggests this does no good, but I thought I'd give it a shot anyway. I can't find any jumpers on this mobo, but did not completely disassemble the thing, so I can't be 100% id there are/aren't jumpers.

Improper seating of the RAM would not seem to be the issue, since I have reinstalled the original RAM dozens of times now, and it's always recognized OK each time. Even went so far as to clean the pin contacts on the new RAM with alcohol, in case there was something coating them.

Below is a photo of the RAM that came in the laptop, they are both identical. The new 667Mhz reads "2G667 UL 2568 002EJC1463 0512"

Any new ideas would be very appreciated.

Did you try using one of the 2GB DIMMs at a time? Or a combination of 2GB and 512MB DIMMs?

I did try 1 of the new sticks previously, same result as two. Just now, I tried 1 old in DIMM-A and 1 new in DIMM-B and got no flashing lights but still no power up.
I didn't think about trying 2 different types because I thought they should not be mixed.

Had the same problem with my d620, i was lucky though as i was upgrading six laptops at the same time so i have 12 1gb sticks of 800mhz ram to work with. it turned out that 2 of the stick were bad just had to work them in and out to figure out which ones it was. once installed the 800 mhz worked fine but the mobo only will recognize up to 667mhz but still it worked out ok, traded the sticks in and got new ones and they worked on the remaining laptop.
