    Several problems with this...Dell would need to maintain multiple sets of disks for each laptop or laptop family, the disk will be extremely large, and the fresh OS installation filled with bloat. None of these sound very attractive...

    Reinstalling the OS is not a task for your average consumer, so there is little benefit to this (in addition, included drivers will be quickly out of date).
