Just installed this tonight. Officially, Dell says that it only fixes a few issues relating to booting -- but I think they've also fixed some thermal problems as well.

If you've been having problems with your D830 getting warm, and then entering a reduced CPU speed state, and not being able to recover from that state -- this might help you.
