Well there's a heck of a difference in price !

I just did two similar configs on the Dell US site and
came up 310$ more for the Latitude vs the Vostro. The
only differences were the Latitude having the media for
windows 7 and the 5100 N wireless vs no media and
    1397 G wireless for the V 13.

I take it these differences can be taken care of through
a phone call but where does the big difference come
    from ?

My configs both had 3 year NBD onsite warranty and
3 year accidental damage protection. Both with Intel
    Core 2 Solo, 2gb ram, 320 gb 7200rpm HDD.

    Latitude 13 $1,156.00
    Vostro V13 $848.00

Wow, those are awful deals. Absolutely awful. I'd buy a plastic MacBook before I'd shell that much money out for last generation components and a weak battery. Personally, I'm very tempted by the $399 USD Vostro V13, but the rest of the line leaves me cold.

If I were you'd, I'd wait to see the updated Core i3 HP DM3 in person. The new model has a cooling system with a flat, vent free bottom, much like a MacBook. Perhaps the Canadian prices will be reasonable. I thought that the last generation DM3 was a piece of rubbish, but perhaps the new model will represent a great improvement.

Yeah that is why I would get one from the outlet. And with a 20% off coupon you could get one for around $500 with everything..

Dell just posted a 25% off business outlet coupon. Which of course I used. It took about $150 off which is pretty cool. I got a fully loaded Latitude for $420 shipped. One thing I am confused about is, in the order it says that it comes with a 8x Dvd burner. Is that normal?
