I just went through the process of exchanging my throttling/overheating 1640. I had a similar confiuration except I had T9550 Proc. and 500GB hard drive. They came back at me with a 1647 with an I7-620m and upgraded me to a 9 cell battery. I did not ask for anything specific. This is what they gave me. Everything else was pretty much the same. I spspect that you will get an I5 system without too much trouble, possibly even the I7. I would stay away from the 1645's. The colling system cannot handle the heat generated from the processor/graphics card and many people are now complaning about overheating GPUs.

I tried to request for 130W adapter from them by sending an email and this is what they told me.
-
Maybe send them a link to the forum post where Dell Bill B explained how Dell is supposed to exchange the 90 watt adapter for a 130 watt adapter to go along with the updated A14 bios.

No one at Dell that you talk to on the front lines seems to know what's going on.
Head to the Dell forums and try to track down the Dell reps that used to hang out here helping people out. They've gone silent here on NBR but the problems have not been fixed or gone away. -
-
The problem is I couldn't get on to Dell Chat no matter when. It keeps saying busy.
-
So I'm getting a Dell replacement... How can I tell if it's a 1645 or 1647?
It's an i7 720-QM 1.6 (2.8 Turbo) and a 15.6 inch 1080p Full HD WLED LCD
Not too happy that they couldn't get my RGBLED screen put back on there, but it's a nice upgrade to the processor... Also, if the RGBLED screen was causing some of the problems, I'll gladly take a step back to prevent future issues. -
Well, I went out to Dell's site, and they are no longer offering the i7 620M on any builds (US store). They do have the i5's available on the lower model.
Have things changed much with the 1645's? Or am I going to have the same problems? -

No answser to the email I sent early in the morning to [email protected]...how long did you wait ?
-
I sent an email to [email protected] on a sunday evening and got a call monday or tuesday, I can't remember. My email was never directly replied to, only phone calls.
-
They called me back
Way more efficient than calling the hotline !
The woman who called me told me they will send me a 130W PSU which "should fix the problem", and if it still doesn't work, they will be willing to offer me a replacement with a 1647. -
Hi everybody,
should I buy the Dell XPS 1640 (P8600, ATI 3670). I intend to use the Dell XPS 1640 for web surfing, watching movies, and play some light games online. Would my Dell XPS 1640 with ATI 3670 will have these problems like overheating and throttling?
After reading those horrible stories about XPS 1640. I am not so sure about buying them. Please help me.
Thanks -
Read through this 87 page thread. Do you want to go through the same hell that other users have gone through and continue to go through? Do you want to spend countless hours on the phone talking to Dell reps that either don't know what's going on or are lying about the issues and hoping that you will go away.
It's a great laptop on paper but there are some serious problems that Dell has not yet fixed and may never fix.
I bought a D830 recently that I can lock both cores to 2.3 GHz so it has similar CPU performance to an XPS 1640. The Nvidia NVS 140M isn't as good as an ATI 3670 for gaming but it has some major advantages. I can run Prime95+Furmark and it doesn't throttle one bit. It doesn't get red hot and doesn't burn my lap. The power adapter doesn't get red hot either. It costs half as much as an XPS 1640 and when pushed hard, it will grossly out perform the XPS 1640 because it was designed to be able to run at full speed without puking its guts out. The D830 works the way a laptop should work. I have no idea why Dell went so far off course with some of their latest designs.
Check out EBay. A D830 might be enough computer for your purposes. With the money you save you can go buy a PS3 and some new games too. That's a much better gaming machine than an XPS 1640 with a lot less hassles. -
First, thanks for everyone that contributed to this thread, it has been incredibly helpful.
I had started noticing a strange slowdown when playing newer games (Dragon Age: Origins, Mass Effect 2). The machine shipped with Vista, I thought maybe that was the problem, I've only had machines with XP before. I tried countless video driver updates, I bought Windows 7 hoping it would fix whatever was wrong.
It never made sense, games would run fine for a while, and then all of a sudden come crashing down to nothing. I would have to act quickly to quit them or I'd be stuck there for an hour trying to get out. The odd thing is that even after quitting, the system would remain unusably slow. Dragging windows around would stutter and I couldn't even reboot without a hard reset holding the power button in.
I basically gave up on actually playing games on my laptop. It never occurred to me that this would be an intentional hardware issue I was dealing with. I stumbled upon this thread when I saw dell had released the A14 bios and the changelog sounded a little suspicious.
This is a ThrottleStop log while running furmark and prime95

FYI, my system has the T9550 processor and RGBLED screen, which I imagine all of that puts it at the top of the power draw spectrum, though it also has the 256gig SSD drive, which may shave some off.
I'll let you know what happens from here, but I just wanted to share my experience with this problem, and to thank everyone for the time they've spent looking into this. -
More misinformation from a Dell representative.
Show him this post.

Bill B, the Dell representative on this forum has already said that the latest bios requires a 130 watt adapter. Why would he say that if it is not true? Of course it's true. Tell the rep that you are talking to that he needs to get better informed about the products that he is talking about.
Sending emails to [email protected] seems to be the only department that is listening and is up to speed on the issues with the XPS 1640. -
After all this hopla I think I am just going to save up and invest in a gaming desktop and just use my SXPS16 for general tasks. Honestly unless Dell's next SXPS models is absolutely earth shatteringly awesome I do not think I am ever going to get a Dell again.
-
Got my 130w today but it is HUGE
-
Wow. I have had my 1640 for almost a year and have been extremely disappointed with it's performance gaming. It only marginally outperforms my Inspiron 9100 from 2004. I have been playing games at 800x600 this whole time because framerates are much more important to me than resolution, even though it looks like crap especially on widescreen.
Thank you all so much for being proactive with this issue. I don't know why I waited so long to look into the problem because the performance doesn't even come close to matching the specs, but I'm glad all of you didn't. I will be contacting DELL tonight... -
I'm expecting mine tomorrow or so... -
-
Quick question, does the SXPS16 require shimming for the heatsink if you replace whatever dell put on the heatsinks?
-
-
I installed A14 BIOS last night and was pleasantly surprised to see that it has fixed the problem for me. I ran throttlestop in monitor mode and everything was 100% with a consistent 9.5 multiplier (for P8600) under load when I ran prime95 and/or furmark.
I had read that a new power adapter would be needed as well, is it possible the BIOS update worked alone? -
-
For everyone's information, I think DELL has finally added the 130w PS into it's procedures for troubleshooting the 1640. Yay!
Code:Thank you for contacting Dell XPS hardware warranty support. My name is ***** and my rep ID is *****. How may I assist you today? Good afternoon. I have been experiencing CPU throttling issues with my Studio XPS 1640. Hi I will be glad to assist you with the concern. While I pull up your account details can you confirm if 555-555-5555 is the best number to reach you in case we get disconnected ? Yes. To make sure we are troubleshooting the correct system are you calling about the system model Studio XPS 1640 with the operating system Windows Vista on it ? Yes. Could you please confirm from how many days are you facing this issue ? Since I bought it. Thank you for the information. As you said that you are facing the CPU throttling issues we can try update the BIOS and Dell System Software and check if that resolves the issue. Can you please confirm the BIOS version in your system ? I have installed A14. Oh okay Even after installing the A14 version you are facing the same problem we will have to go ahead and replace the 130W AC adaptor for your system by which the issue can be resolved. Could you please confirm the shipping address so that we can replace the part for you ? Yes. Address. Thank you for the information. You will get the AC adaptor within 2-3 business days. Thank you very much for your help. I have a suggestion for you. Would you be interested in knowing it ? Yes, please. I see in my records, you have one of the top of the line XPS laptops. However, you havent opted for accidental protection for your system. With Accidental Protection your system would be covered for any kind of accidental damages, liquid spills etc. And the price for upgrading the Accidental warranty is just $. Also I can see that you have the Dell Preferred Account which you can use for the payment. Thank you for letting me know, but I think I will pass today. Have a great day and thanks again for your help. Thank you for choosing Dell XPS Premium Support and allowing me the opportunity to assist you. Have a nice day ahead. Bye.
I may not need it, but I'd rather be safe than sorry. -
nickvan: What GPU is in your computer? Every CPU and GPU is unique and will draw slightly different amounts of power. It's possible that your combination of parts is more efficient than other users and you are able to run at full load and stay under the throttling threshold. The type of screen also plays a part in power consumption.
The 130 watt adapter is a good upgrade due to it running a lot cooler even if you are not throttling and it doesn't improve your performance any. -
Just replaced the thermal paste on my SXPS16 with MX-3, I'm currently running a stress test, I'll post the results later.
If it turns out I have an air bubble, words will not be able to describe how pissed I'll be. -
OK, so here are the results. The test was an hour of orthos, I ran HWmonitor in the background and must let it log the max temp.
Old temperature without undervolt:
core 0-79
core 1-80
Old temps with undervolt:
core 0-68
core 1-70
New temps without undervolt:
core 0-75
core 1-75
New temps with undervolt:
core 0-62
core 1-65
My idle temps seem to be about the same as what they were when my computer was brand new (about 38 on core 0 and 41 on core 1) although this is not compleetly idle and is also after a serious stress test, also I don't compleetly remember the idle temps when it was new. Imma try running it on my super battery profile now and see where I get.
My graphics temps seem about 5 degrees lower too which is good, it used to sit at 50 most of the time, now it's at 45.
EDIT: SUPER EPIC HOLY POO! This is insane, my true idle temps are insane, the fan is OFF... OFF!!! This is with my super epic low power plan though so the graphics are on a lower clock.
core 0-35
core 1-38
My GPU is sitting at about 45 although at one point it managed to get all the way down to 42. For some reason its temp seems to fluctuate more than the CPU. -
I received the 130W power supply.
It still throttles a little bit with Prime+Furmark and brightness to maximum...but it's far better than with the 90W.
I don't know if I should settle for it of if I should be picky and choosy and keep asking for a replacement. (core i5/i7 looks cool...and I still spend about ~$20 in phone + many hours to get that 130W)
I'll try with video games if I have time. -
Well, I ran more tests...now it doesn't throttle because of the power supply...it throttles because of overheating.
When I launch Prime+Furmark, it works just fine, with no or very little throttling for ~15mn, then the multiplier drops to 3x or 6x just like before...
(With the 90W it throttled almost immediatly after starting the test)
I guess i'm not quite done yet. -
(1645)
I got a 130w ac adapter and A08 bios, and i think the notebook still throttle.
When i launch Prime95 with Furmark, iTurbo should show the threads fixed at 13, but it doesn't.
...i shut down the LCD (with a little application), and when i come back (10 secs), i see the threads fixed at 13 for only some seconds.... so?
And if i turn Furmark off, and i launch only Prime95, the threads are fixed at 13.
Where is the problem? GPU+CPU toghether? GPU+CPU+LCD ?
ouch! -
The Intel throttling point for a P8600 is 105C. Dell has decided to throttle this CPU at a much lower temperature. The Intel throttling scheme works to maintain maximum performance while maintaining the core temperature just under the throttling point. The Dell throttling scheme excessively throttles the CPU down to only 800 MHz. Often times it will then use clock modulation on top of that to slow the CPU down further internally so it might be working at the equivalent of only 100 MHz internally.
Phone Dell and tell them you are not happy. Ask for a 1647 with a Dual Core and you will see a lot less throttling.
(master): The XPS 1645 will still throttle with bios A08+130 watt adapter while running Furmark+Prime95. The throttling is based on power consumption. You can use ThrottleStop to minimize the amount of throttling but there will always be some. It's just a bad design on Dell's part. -
ouch! :-(
-
It seems ironic really that people who bought the i7 versions for more power
actually have less power than the i5 versions when they need it most.
For example video encoding, if you do that then your processor will probably be working flat out for a lot of the time, sometimes over an hour at a time, if you have the i7 it underclocks to virtually useless whereas the i5 would probably keep soldiering on. -

Dell sent a tech to give me a 130w power supply. I turned throttlestop on and plugged it into a kill-a-watt and it peaked at about 113w, ran there for a while, and then started throttling because of heat. The multipliers slowly moved lower (bottoming at about 6.5) as the temp stayed at about 101c-104c. If I gave the laptop some better ventilation, the multipliers climbed to 7.5.
Without throttlestop, it looks like Dell still cuts the multipliers long before heat and wattage are an issue. at less than 100c, the multipliers were cut to 3x and the powersupply was pulling 63w. -
We need a BIOS that will eliminate this entire function of limiting performance and battery function due to power and heat. Dell should man up and admit they messed up and release a BIOS that does not require "A recognized AC Adapter" and does not have CPU or GPU throttling at all.

I asked for a 1647, no answer yet -
-
Alright guys, so after jumping through several hoops I received a 130watt power adapter and guess what, no difference.
Spent too much times chatting with reps, speaking with reps, running diagnostics so they decided to have my motherboard, heatsink, and fan replaced.
A tech shows up and replaces the motherboard and fan but not the heatsink because dell sent the wrong one (for the 3670 instead of 4670). The tech was a nice guy personally but he scratched the front of the case by the HD/BT/WWAN indicators and left the case with a small gap up front.
So I start it up and let it run for several minutes before testing it only to find out that it throttles even sooner now. I know the thermal paste has to cure for a least a 100 hours but I can tell you no amount of curing is going to make any significant difference if the tech did use thermal paste to reconnect the heatsink.
Since the tech reused the same heatsink I wonder if he just used the old thermal patches that were already on there or replaced them or did in fact use thermal paste? I was so tired I didn't think to ask him
At this point maybe it would be best to just email Michael Dell as others have. I have been very patient over nearly two months now but I am starting to grow tired of this and I have many other important things that are demanding of my time.
Now I know what so many of you have gone through! -
The XPS 1640 continues to be a defective product. The most recent bios did not fix the problem. Try calling Dell and ask for a replacement. A Dual Core 1647 might have a few less issues but when dealing with Dell, getting a trouble free laptop is never guaranteed.
The correct way to apply thermal paste is to always clean both surfaces thoroughly before reapplying. A 100 hour break in period won't do anything if the job wasn't done correctly to begin with. -
I sent another email to "michael dell" (that's how I got the 130W) this morning, we'll see. -
Any Aussies managed to get a 130W adapter from Dell?
We always seem to have more problems in getting replacements from Dell out here, than say the UK or the US. -
OK, I've done my own testing.....
Can someone please help me clarify how my 1640 is performing? I suspect my 1640 is throttling as games really do suffer.
I have A14 BIOS and 90W adapter.
As soon as I run ONLY furmark, the multiplier drops to around between 6 and 8...but idling doing nothing it's at 10.
When I run Prime95 ONLY, the multiplier is at 10 and drops to 6 when the CPU temp gets to 98.
Running both Prime95 and Furmark together, the multiplier instantly drops to 6 and stays there.
Uploaded with ImageShack.us
Here's part of my log....the 10 multiplier at the start is before I have started Prime95 or Furmark.

Just look at your C0% and CHIPM, obvious throttling. If you turn on StopThrottle or some other program like CPUGenie or RMClock, you will see that the C0% and CHIPM will never be less than 100% on stress testing. Even the multiplier is stuck at 6
-
CHIPM stands for chipset clock modulation. It's a way to slow your CPU down internally without as many monitoring programs noticing the problem. That combined with multiplier throttling has turned your laptop into a slow piece of junk and useless for most modern games.
Time to hop on the Dell merry go round. First order a 130 watt adapter and when that doesn't solve the problem, call Dell again and ask them to upgrade you to an XPS 1645 or 1647. Any laptop that works at its advertised speed would be nice. -
I'll get onto Dell asap and try to get the 130W adapter., see if that fixes it.
I'm curious though, why does the everything drop the instant I start Furmark...seems like an instant drop in potential performance straight away... -
The XPS 1640 leaves the factory with an inadequate power supply. The moment power consumption reaches a preset level, throttling starts immediately. It's a common Dell feature to protect the power adapter.
The 130 watt Dell adapter will still be limited to far less than its rated 130 watts DC so things will likely improve but don't expect that this will fix the issue. It only covers it up a little so less people complain about it.
