Is the ram upgradable to 1033mhz? -
You wont even run it on high settings because your GPU is pretty weak to do that. Your best bet is to run it on medium settings including resloution but you can try some of the commandline tweaks to get better performance for GTAIV
EDIT: Then again the quad core should help out as well -
i can only speak for mass effect.. i had a c1... same gfx card as the d1 and d2 though... only a slightly slower processor....
mass effect played just fine... albeit not on the highest of settings... some things i turned down slightly to get better framerates but it played it just fine... that small 16:9 screen hurt my head though for long hours of playing...lol -
i have a amd athlon x2 @ 2ghz, and a radeon hd 4200.
it seems to run oblivion at the 800x~~ res levels just fine in medium settings, a bit clunky on the modern warfare demo though.
could it run Fallout 3? i really dont care for res' higher than 800x since im pretty used to low-end gfx cards, and i managed to play oblivion on a nvidia 6200 before this. i really care more for the speed -

You should be able to play those games at medium settings for the 1366x768 resolution. The processor will help a little. Check out this page for some actual game stats for the HD 4650: http://www.notebookcheck.net/AMD-ATI-Mobility-Radeon-HD-4650.13883.0.html
If you want top of the line graphics performance, you don't really need a better CPU, but you could look at something like the GTX 260M or 280M in an Asus, Sager, or MSI.

Wow, that's a nice rig for a 14". HD 4650 is pretty decent (roughly ~ 9700M GT). And with 1366x768 resolution, shouldn't be much problem for those games.
The T9600 is a fast CPU. I just think it's a higher voltage than my P9700. But if you're ok stepping up to a 15", then look for one with a GTX 260m. -

CPU- AMD Neo X2 MV40 @ 1.6Ghz

I have the same CPU and GPU as listed above. I'm running the 64 bit version of windows 7. I have 6 GB of DDR3 RAM and my display native res is 1600 X 900.
I'm wondering what settings I'd be looking at for the following games:
Empire Total War
World in Conflict
Dragon Age Origins
Dawn of War 2
The next total war game (Nepoleon total war)
and finally MFS X Gold edition

Everything should run great on 1280x720 maxed out and removing AA 'xept WiC, the 200M series suck at processing that game on high details, dunno why. Also I'm not too sure about Dragon Age as I've not presented any interest in it, though i should...

GTA IV is extremely intensive though, so be prepared to lower the settings where necessary. -
