can it be because of my 4200rpm HDD -
The thread title should change to "Measure your Intel speed" or "Measure your SuperPI" speed.
1. SuperPI is cache friendly rather than system bandwidth friendly. With that, you only test how much benfit your cache will buy you, not a faster CPU.
2. SuperPI algorithm itself is obsolet.
I will not trust SuperPI scale in real world. -

One question of concern: when I run Super_Pi, it only uses one core. I want to see it run both cores.

Your laptop is probably in a low power mode; go into the Control Panel and then Power Options, change it to "Portable/Laptop" and hit Apply. That mode allows the processor to clock up to its full frequency when needed.
Also make sure that you are not running anything else while SuperPI is running. -
Try this if you havent yet, it'll definitely boost your performance:

I would not recommend anyone to rely on SuperPI for accurate scoress (unless if you have a singe core CPU)
If you have a mult-core CPU, you should use 3DMark06's CPU Tests, since its multi-threaded, it will give a much more reliable score.
Note: 3DMark05 sucks for todays comparisons because it only single-threaded.

With a core 2 duo 1.66 Ghz.
AC I got 1 min 21 sec.
DC I got 11 min 52 sec (Asus ATK power control).
What a difference eh? I also found that at AC the CPU is loaded 50%, so probably just one of the cores is working. Then, at DC the load is ~70%, so probably the motherboard distribute the duty among the cores to lower the heating. -
Thanks for the download - it was fun
